Job Summary
The incumbent serves as an Emergency Management Specialist for Camden County, Georgia. Position reports to the Director of Emergency Management or Deputy Director(s) as directed. The incumbent performs functions to develop and support the overall Emergency Preparedness program. Incumbent assist in developing new policies and procedures, as well as assisting in updating of existing plans. Incumbent will provide training to the public, as well as internal and external stakeholders at all levels of the organization in topical areas related to emergency preparedness. Incumbent assist in development and conduct of drills and exercises in accordance with the DHS HSEEP guidelines. Incumbent provides training instruction both internal and externally to government and non-government stakeholders. Incumbent assist in monitoring the Land Mobile Radio System (LMRS) and provides ongoing support through the coordination of software and hardware upgrades as needed. Ensures radio system operates as designed, and monitors system performance and security. Incumbent represents Camden County Emergency Management at various internal and external meetings in support of the emergency management program.
MAJOR DUTIES
- Plan regular radio system maintenance tasks including updates and upgrades to ensure lifecycle management.
- Maintain current and accurate documentation of radio system configurations.
- Assist in the response planning and execution of mission assurance /business continuity events.
- Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups.
- Ensures accurate up-to-date inventories of all radios/users access the Camden County Radio System.
- Collaborate with other officials in order to prepare and analyze damage assessments following disasters or emergencies.
- Conduct surveys to determine the types of security/emergency-related needs that will need to be addressed in disaster planning, or provide technical support to others conducting such surveys.
- Consult with officials of local and area governments, schools, hospitals, and other institutions in order to determine their needs and capabilities in the event of a natural disaster or other emergency.
- Coordinate disaster response or crisis management activities such as ordering evacuations, opening public shelters, and implementing special needs plans and programs.
- Develop and maintain liaisons with municipalities, county departments, and similar entities in order to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.
- Develop and perform tests and evaluations of emergency management plans and information-based systems, in accordance with county, state and federal regulations.
- Inspect facilities and equipment such as emergency management centers and communications equipment in order to determine their operational and functional capabilities in emergency situations.
- Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
- Keep informed of federal, state and local regulations affecting emergency plans, and ensure that plans adhere to these regulations.
- Maintain and update all resource materials associated with emergency preparedness plans.
- Prepare emergency situation status reports (SITREPS) that describe response and recovery efforts, needs, and preliminary damage assessments.
- Coordinate and assist first responders in preparing plans that outline operating procedures to be used in response to disasters/emergencies.
- Propose alteration of emergency response procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations.
- Assist stakeholders in review of emergency plans of individual organizations such as medical facilities in order to ensure their adequacy.
- Study emergency plans used elsewhere in order to gather information for plan development i.e., best practices.
- Attend meetings, conferences, and workshops related to emergency management in order to learn new information and to develop working relationships with other emergency management specialists.
- Identify instructional materials, and or assist in development of instructional materials for the public, and make presentations to citizens' groups in order to provide information on security/emergency plans and their implementation process.
- Develop local, state and federal professional contacts necessary to achieve interoperability, and mutual aid in furtherance of the security and emergency preparedness mission.

SUPERVISORY CONTROLS
The Emergency Management Agency Director or Deputy Director (s) as directed, assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include local, state and federal laws; the Georgia Emergency Management Act; FEMA regulations; local emergency operations plans and mutual aid agreements; National Incident Management System guidelines; and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied public safety communications management duties. The size and complexity of the system contributes to the complexity of the position.
- The purpose of this position is to support the Emergency Preparedness program. Successful performance contributes to the efficient and effective government response to disasters.
CONTACTS
- Contacts are typically with department personnel, other county employees, representatives of other government agencies, elected and appointed officials, contractors, vendors, Navy representatives, business owners, members of community organizations, and members of the general public.
- Contacts are typically to give or exchange information, resolve problems, provide services, and motivate persons.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.
- The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
Minimum Qualifications
- This position requires a strong public safety background in either, Fire, Law Enforcement, and or Emergency Management.
- Candidate must be able to communicate in writing and verbally, with experience in conducting briefings and training in a formal setting.
- Candidate must have the ability to work with a diverse group of people; ability to work under stressful conditions; ability to use MS Office programs such as PowerPoint, Word, and Excel.
- Incumbent must have formal training/experience in conducting risk/vulnerability assessments in an all-hazards spectrum, i.e., natural, man-made accidental, and man-made terrorism.
- Incumbent should have basic knowledge of public safety radio systems.
- Incumbent should have FEMA National Incident Management certifications- up to and including 200, and the ability to obtain 300/400 certifications within one year of hire.
- Incumbent must have knowledge and experience in using WebEOC, HURREVAC, and Damage Assessment software or equivalent systems as appropriate.
- Incumbent may be required to work extended shifts, to include remaining on-site beyond 24 hours during declared emergencies, and is subject to emergency recall.
