JOB SUMMARY The City of Montebello is seeking a collaborative and engaged Risk Management professional who is looking to serve and grow in the field of Human Resources. The Risk Manager plans, organizes, develops, monitors, and manages the City’s risk management programs, including workers’ compensation and employee safety. This position is a great opportunity for a Risk Management professional who enjoys working as part of a team and learning about a variety of areas of Human Resources.
SUPERVISION RECEIVED AND EXERCISED
This is a journey-level management position that will work independently for most of the time. However, this position may supervise and oversee the work of staff in the monitoring and managing of the City's workers compensation program and the City's loss control and self-insurance program.
CLASS CHARACTERISTICS
The Risk Manager is a journey-level classification that performs difficult analytical assignments, conducts complex studies, and is assigned professional level projects to research, analyze, and make appropriate recommendations to decision-making authorities such as to the City Manager, Director of Human Resources and human resources staff, department heads and managers throughout the City.

- Manages and coordinates the City's workers compensation program and activities.
- Coordinate and manages the acquisition of insurance coverage to meet the City's needs;
- Has responsibility for the screening and investigation of claims against the City.
- Makes decisions concerning claims settlement and forwarding of claims to administrators.
- Makes recommendations regarding the advisability of pursuing litigation on unsettled cases.
- Monitors trials and attends mandatory settlement conferences when claims are litigated.
- Pursues third party recovery; has responsibility for screening and investigation of Worker's Compensation claims.
- Develops and maintains files on pertinent facts for claims administrator.
- Monitors and reports on Worker's Compensation and OSHA processes.
- Develops statistical information and reports for analysis of City loss prevention efforts
- Conducts surveys and makes recommendations to reduce losses.
- Assures compliance with State industrial safety and occupational health laws.
- Prepares annual reviews of City insurance coverage and develops reports recommending renewal or cancellation or modification.
- Directs the completion of applications and provision of underwriting data to providers for price quotations.
- Coordinates processes including information gathering and arrangement of determination hearings for Industrial Disability Retirements.
- Develops recommendations concerning potential retirements.
- Provides training and development for assigned personnel.
- Represents assigned functions with City staff and other government agencies as delegated.
- Perform other human resources functions in the general areas employee benefits administration; pay & wage administration; and leave of absence (LOA) management.
- Perform other human resources functions as needed in the Human Resources Department.
Qualifications: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required minimum qualifications would be:
Education:
Graduation from an accredited four (4) year degree from an accredited college or university with major course work in business administration, public administration, economics, risk management, occupational safety or a related field is required.
Experience:At least five (5) years of progressively responsible and varied professional experience in a human resources department, with at least three (3) years handling risk management, workers compensation, or occupational safety programs, preferably including two years of experience in a supervisory, management, or administrative position. Experience working in a public agency environment, preferably handling worker compensation programs with police and/or fire personnel is highly desirable.
Licenses and Certifications:- Possession of a valid California Driver's License by time of appointment is required.
- Specialized certification(s) or training in risk management, occupational safety, claims management, workers compensation, or related area of specialization is desirable.
Knowledge of:- Modern principles, practices, and techniques of loss control and self-insurance programs.
- Principles of supervision and training.
- Loss prevention methods and programs.
- Labor Code (LC) 4850 for public safety personnel.
- Leaves of absences pertaining to FMLA and CFRA.
- Workers compensation law and claims processing.
- Tort liability.
- Insurance procurement.
- Applicable laws, rules, and regulations covering public agency insurance, loss prevention, liability, and safety programs including occupational health and industrial safety, worker's compensation, disability retirement, and related matters.
- Budget development, preparation, and administration.
- Research methods and procedures.
Ability to:- Plan, organize, coordinate, and direct the City's loss control and self-insurance functions.
- Provide supervision, training, and work evaluation for staff.
- Assist with formulating, implementing, and evaluating the loss prevention and insurance procurement policies of the City.
- Develop and coordinate a City-wide safety committee and program.
- Prepares and administers the division budget and fiscal controls.
- Develop information and make recommendation concerning City compliance with occupational health and industrial safety laws and regulations.
- Implement a comprehensive risk management, loss control, and insurance program.
- Prepare a variety of reports and presentations.
- Research, collect, and analyze information related to risk management.
- Interpret, explain, apply, and enforce a variety of laws, rules, and regulations.
Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
Environmental Elements Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
