This is a responsible technical and administrative position within the Community Development Department. This position is responsible for developing and
coordinating plans and strategies for the City’s sustainability program, including a resiliency plan. Activities include coordinating with internal departments, public and private agencies to implement the plan, as well as education and stakeholder outreach. The incumbent shall act as the city’s primary point of contact to internal and external stakeholders coordinating efforts regarding sustainability and resiliency. General planning duties are also included within the scope of work. The incumbent works with a minimum of supervision, exercises independent judgment and makes decisions within the scope of assignments. Work is performed under the general direction of the Planning Manager.
- Develops, coordinates and presents public education/outreach/information programs for the City regarding all environmental sustainability and resiliency issues.
- Provides technical assistance in the management of Lagoon sustainability, shoreline restoration and all other natural resource conservation programs, including development and implementation of the City’s sustainability and resiliency plans.
- Seek, prepare and submit grant applications for funding opportunities available for the preservation, protection and restoration of all natural resources, as well as for sustainability planning initiatives.
- Compiles and prepares information related to sustainability and resiliency on the city’s website.
- Establishes and maintains a repository of information on the city’s natural resources conservation and protection efforts.
- Coordinates efforts among city departments of programs and permitting efforts that implement the City’s sustainability and resiliency plans.
- Coordinates the formulation of partnerships and inter-local agreements with other governmental entities regarding implementation of the City’s sustainability and resiliency plans.
- Lead the environmental assessment of city infrastructure regarding roads, septic tanks, stormwater, infrastructure impacts on the Lagoon and other conservation and wetlands.
- Assist with the development of city codes and ordinances required to comply with the North Indian River Basin Management Action Plan (BMAP) and TMDL nutrient reduction requirements as well as conservation efforts.
- Develops and reviews comprehensive plan policies and land development regulations relating to natural resources within the city. Monitors all documents and due dates within the comprehensive plan relating to natural resources management.
- Reviews and provides input on city departmental policies and procedures that relate to protecting and preserving the city’s natural resources and implementing the City’s sustainability and resiliency plans, including maintenance practices. Participates in the development of a city-wide long term sustainability program.
- Coordinates programs with regulatory agencies, other municipalities, and media groups. Acts as a liaison with state, district and local agencies.
- Demonstrates and explains procedures, materials and concepts associated with the educational/information/outreach programs.
- Attends public meetings as required, including acting as the staff liaison to the Titusville Environmental Commission (TEC).
- Responds to inquiries, prepares correspondence, and provides requested information. Assists with general planning duties, as requested.
- Performs related work as required.
- Coordinates the review of Low Impact Development (LID), Best Management Projects (BMP) projects and monitors ownership and maintenance agreements.
- Reviews tree mitigation and preservation plans and landscape plans for consistency with the Land Development Regulations, as needed.
KNOWLEDGE, ABILITIES AND SKILLSAbility to work independently with minimum direction. General understanding of the basic principles of sustainability, planning, and natural resources management. Ability to speak in public and before cameras, radio microphones, and newspaper reporters. Ability to organize multiple projects. Ability to maintain records and prepare reports. Strong oral and written communication skills. Ability to establish and maintain good working relationships with the general public, outside agencies and city employees. Skilled in developing effective multi- media presentations targeted for specific special interest or citizen advocacy groups, the general public or other governmental regulatory agencies.Graduation from an accredited college or university with major course work in environmental science, sustainability, natural resources management, urban planning or other related fields. A combination of education and experience may be considered. Prior experience in roles related to environmental planning, sustainability, or urban planning. Experience working on projects that involve environmental impact assessments or sustainability assessments. Certifications including, Leadership in Energy and Environmental Design (LEED), Certified Sustainability Professional (CSP) or American Institute of Certified Planners (AICP) are recommended.Must possess a valid State of Florida driver's license with acceptable driving record.
Incumbent must be able to work extended hours to attend evening meetings. During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee’s department Head will make the determination as to who will be required to work.
