Duties
Assist the Group Chief in overseeing analysis for cross-program portfolios on NIP budget requests and execution data to ensure accuracy and consistency with IC strategic priorities, compliance with guidance, regulations, laws, and usage of sound budgeting and financial management practices.
Collaborate in the development and evaluation of alternatives to address budget issues, and provide structured recommendations to IC leadership in accordance with IC policies and procedures, and viewpoints from key stakeholders.
Collaborate with portfolio stakeholders across ODNI and the IC program elements to identify strategic priorities, current capabilities and resources, and future requirements, and provide stakeholders with resource analysis and recommendations for addressing resource priorities within the planning, programming, and budgeting cycle.
In support of the group chief, oversee the development and management of the master schedule and procedural guidance for all IC agency deliverables to support budget formulation and production of IC Program Congressional Budget Justifications Books (CBJB). Lead the development, coordination and production of the DNI NIP summary CBJB Volume I. Oversee the process and development of DNI budget hearing preparation materials and DNI appeals to Congressional budget actions.
Oversee the production of budget resource justification materials related to cross-program portfolios for Congressional Budget Justification Books, IC CFO and DNI budget testimony, as well as related inquiries on portfolio resourcing and performance, such as Questions for the Record and Congressionally Directed Actions.
Provide expert advice and guidance in support of IC performance planning, resource management and/or budget justification process improvement efforts.
Lead, manage, and direct a professional level staff, collaborate on setting organizational and individual goals, assess performance and providing feedback on personal and professional development.

Qualifications
Expert knowledge of the IC, Department of Defense (DoD), Office of Management and Budget, and Congressional budget processes and procedures.
Expert ability to conduct independent research, apply analytic techniques, and synthesize data to analyze complex IC program, mission and capability issues, and produce clear, logical, and concise recommendations and products.
Expert leadership skills to include the ability to plan strategically and manage multiple tasks and projects under short deadlines.
Expert interpersonal and superior oral and written communication skills to collaborate with internal and external stakeholders and make recommendations to ODNI senior leadership on current and future NIP resources.
Expert ability to develop consensus recommendations and to solicit input from colleagues and peers; superior ability to remain open- minded and change opinions on the basis of new information and requirements.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
