General Function
The Director of the Community Redevelopment Agency (CRA) provides leadership to the Agency and manages a considerable variety and volume of work concerned with formulating and implementing projects, initiatives, and work plans focused on community and economic redevelopment. The successful candidate will have proven experience in fiscal operations, policy making, capital project administration, CRA program management, redevelopment plan implementation, property acquisition, business incentives, new business development, business attraction, and retention, special events and activities, or a combination. The Director will also oversee the management and maintenance of CRA-owned and maintained properties. Work involves considerable latitude in decision-making, initiative, and leadership in carrying out daily responsibilities.
The Director is responsible for the overall day-to-day operation of the Community Redevelopment Agency, under the guidance of the City Manager, who is designated by City Charter as the Executive Director.

Essential Duties And Responsibilities
- Supervises and performs responsible managerial administrative work in planning, organizing, and directing the activities of the Community Redevelopment Agency.
- Accountable for capital project planning and the development and presentation of the CRA annual budget.
- Develops and implements programs, policies, and procedures designed for the effective and efficient utilization of City resources in the areas of community redevelopment, housing, and neighborhood revitalization.
- Assists in planning for future development of urban and non-urban areas to provide for economic development, population growth, and expansion of public services.
- Interprets federal, state, and local regulatory policies and laws and develops specific operating procedures which comply with all requirements.
- Represents the City at appropriate county, state, and federal meetings and is the city’s representative to such associations as the Florida Economic Development Council, Florida Community Development Association, Florida Redevelopment Association, National Community Development Association, Florida Housing Coalition, and other groups as appropriate.
- Oversee the acquisition, sale, and disposition of real property in the CRA.
- Administers and directs outside grant application programs for the CRA.
- Assists in developing projects for Citywide Community Development Block Grant Programs, in conjunction with other City Departments and outside consultants.
- Interacts effectively with elected officials, other directors, subordinates, developers, and the general public through the City Manager or designee.
- Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws.
- Responsible for planning, assigning, directing work, and appraising performance of subordinate employees.
- Perform other duties that may be assigned by the City Manager and the CRA Board.

Type Of Appointment/Work Hours
- Full-time/Regular in-person position.
- Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day or four (4) days of ten (10) hours per day. The workday may be varied for the efficient delivery of public service.
- Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
- Will be required to work occasional overtime or shift assignments, if applicable.
- Designated as essential personnel.

Requirements
- Bachelor’s degree in business administration, public administration, urban planning, or a related field required. Master’s Degree preferred.
- A minimum of five (5) years of progressively responsible redevelopment experience in economic development, real estate development, or urban planning is required, with a minimum of three (3) years of supervisory experience. Public sector experience is desirable.
- Advanced knowledge of principles, practices, methods, and theories of planning, and community redevelopment as it relates to municipal community development, including strategic planning, finance, business development, acquisition sourcing, and government contracting.
- Extensive expertise in Florida Redevelopment law, particularly F.S. Chapter 163, the Community Redevelopment Act.
- Possession of Florida Redevelopment Association Redevelopment Administrator (FRA-RA) or Florida Redevelopment Association Redevelopment Professional (FRA – RP) certification is required at the time of appointment or within one (1) year of hire.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Proficiency in analyzing and calculating statistics, financial transactions, and other essential computations related to the analytical duties of the role.
- Knowledge of computer software applications, i.e. word-processing, spreadsheet, database, etc. is required.
- Must have strong leadership, administrative, consensus-building, listening, public relations, communications, and problem-solving skills.
- Possess impressive presentation skills and is assertive and self-motivated.
- Must possess a valid Florida driver's license with a clean driving record.
- Must pass a background screening process.

Work Authorization/Security Clearance
- The employee must successfully pass a background screening process and comply with the City’s Drug-Free Workplace policy.
- The City will also verify the identity and employment authorization of individuals hired so the proper completion of Form I-9 is required, which includes the employee providing documents evidencing identity and employment authorization.
