PAY AND BENEFITS
Annual Pay Range: $62,249.01 - $78,344.75
Hourly Pay Range: $29.927411 - $37.665743
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

We are seeking a motivated, team-oriented, and detail and quality focused Engineering Technician 2 to join our Development Engineering team. If selected for this position, you will be responsible for the review, approval and inspection of Driveway, Utility and Right-of Way Permits. Your main focus in this position will be to review the placement of utilities (including cuts into the road right-of-way, pavement restoration, and emergency repairs), the placement of driveways and minor improvements related to upgrading, surfacing, and drainage structure projects for adherence to established standards and specifications. Another critical component of this position is to serve as a resource for information needed by staff, residents, utility providers, contractors and other jurisdictions related to utility placement, driveway access, traffic safety requirements and general project inspection.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of one (1) year of experience with roadway construction
• For this position, roadway construction experience may include work similar to the following:
• Reading and interpreting civil, utility, or site development construction plans
• Performing plan review and/or inspections for road construction, site development, or elements in the right-of-way
• Applying and enforcing permit conditions related to work in a road or right-of-way
• Experience working with various road construction materials, equipment and methods
• A minimum of one (1) year of experience using Microsoft Office including Excel, Word, and Outlook
• A minimum of one (1) year of experience generating and maintaining accurate records
• Experience providing excellent customer service to the public as well as to other external and internal stakeholders within various levels of organization
• Experience interacting with contractors and/or the public
Preferred Special Qualifications/ Transferrable Skills:*
• Associate's Degree in Engineering Technology, or Surveying Technology
• A minimum of two (2) years of experience in a road operations, engineering, utility, or closely related position (see typical tasks and job duties below)
• Experience inspecting or working on road construction and/or utility placement projects
• Current ODOT General Inspection certification
• Current Certified Erosion & Sediment Control Lead (CESCL) certification
• Knowledge of erosion control and storm water systems
Pre-Employment Requirements:
• Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS
Duties may include but are not limited to the following:
• Review plans, issue permits and inspect the placement of utilities in the road right-of-way including pavement cuts and restoration
• Review plans, issue permits and inspect improvements related to minor upgrading, surfacing, road closures, and drainage projects
• Review and approve applications for driveways from private property to the road right-of-way
• Apply and enforce permit conditions outlining requirements for improvements
• Calculate performance and warranty bond amounts
• Attend pre-construction meetings as the County's representative
• Conducts inspections of materials on the basis of standards, test results, plans and permit conditions
• Verify compliance with traffic control related to public safety, level of safety at the work site for workers and the traveling public
• Inspect and finalize permits when permit requirements are satisfied
• Perform simple calculations for the determination of intersection and stopping sight distance requirements as applied to location of driveways
• Serve as resource for information in person, via phone, and email as needed by staff, residents, utility owners, contractors and other jurisdictions related to utility placement, driveway access, traffic safety requirements and general project inspection
• Compose and send violation letters for unpermitted work or work that is not compliant with requirements
• Participate in team process and standards improvements
• Utilize the Accela and Development Direct permitting systems to review, issue and inspect projects
REQUIRED KNOWLEDGE AND SKILLS
Working knowledge of: Fundamentals of algebra, geometry and trigonometry for the solution of engineering problems; principles and practices of civil engineering including hydrology, hydraulics, soils, water and sewer utility design, and basic structures; computer-aided drafting techniques; principles and practices of land surveying to include operation of surveying instruments; road and drainage facility construction materials and testing procedures; principles of traffic engineering and conveyances; state and federal traffic regulations; property mapping systems; mapping coordinate systems; computer software relating to engineering drafting and designing; standard office practices and procedures for maintaining and setting up both manual and electronic files; methods and procedures for archiving and retrieving map and drawing information; data gathering and research techniques; English grammar and composition.
Skill to: Read and interpret maps, and engineering and construction plans; gather and correlate data from various sources to produce a final plan, map, or chart; execute computer applications in drafting, designing, and data collection; conduct title and property ownership and road status research and prepare legal documents; communicate effectively, both orally and in writing; read, write, and interpret legal descriptions and other legal documents; perform inspections and test construction materials; maintain records and write reports; act as crew chief for a small group of technicians; establish and maintain effective working relationships with the public, contractors and County personnel.
WORKING CONDITIONS
Duties require frequent standing, walking, squatting, bending, kneeling, reaching, digging, balancing, fine motor control, and the ability to lift and carry up to 60 pounds, push 50 pounds, and pull 70 pounds. Duties also involve frequent exposure to loud noises, vibration, slippery and/or uneven surfaces, exhaust fumes and dust, oil and chemicals, traffic hazards, and adverse weather conditions.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the https://dochub.clackamas.us/documents/drupal/9065b5fb-2237-47ce-9534-e7c8c40fc2bc and based on the Department's business needs. The incumbent will telework for a portion of the work day and the rest of the work hours will be performed in the field. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
