Full Pay Range: $59,495 - $89,242
Work Schedule: Monday - Thursday, 7:30am - 5:30pm
3-day weekends Friday - Sunday

Position Overview:
Under general direction, supervises, leads, schedules and directs the Utility Billing staff. Performs job functions of a clerk as needed. Coordinates shared functions between multiple departments. Coordinates work activities related to servicing customer accounts and provides routine guidance to new hire Customer Service Representatives.
Essential Job Functions
• Number one priority: exercises excellent customer service relations.
• Sends refund files from billing to Accounts Payable. Processes and sends individual refund requests to Accounts Payable.
• Processes billing reports and other misc. reports as needed.
• Performs as a responsible steward of the public trust and strives for excellence in public service, enhancing the quality of life for all.
• Ensures compliance in billing the proper rate structure established in the City Ordinance by verifying the accuracy of billed receivables through verification of billing registers and other automated reports.
• Receives, researches and answers customer inquiries and requests regarding accounts, rates, services; follows up on customer inquiries to assure satisfactory completion.
• Researches and analyzes customer inquiries concerning billing accounts and problems; runs various reports as required; identifies inaccurately billed accounts, generates necessary service orders and makes necessary corrections.
• Evaluates exceptions to customer billings and makes decisions which might require field investigation to resolve such issues prior to allowing a billing to occur.
• Monitors, evaluates and enters data relating to new meters included into inventory and meters changed out for accuracy to ensure proper accountability and to ensure timely and accurate billings.
• Gathers, prepares and reports accurate statistical data.
• Responsible for all AP entry in the Revenue Office including Meter Services and Utility Billing. Processes all P-card reconciliations for Revenue Office. Enter requisitions for PO's for Revenue Office.
• Citizen complaints involving utility bills are handled by this position. Responsible for working out payment plans with citizens in need of assistance. This position will serve as back-up for the Revenue Manager.
• Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.
Minimum Requirements
High School Diploma or GED and three years of experience in utility billing, preferably in a municipal setting, including one year of supervisory experience, or an equivalent combination of education and experience. Must have experience in AP processing as well as exceptional customer service skills.
Other Requirements
A valid Class "C" Driver's License is required and ability to maintain city driving standards in accordance with the driver standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee pursuant to city policy.
