Manage a comprehensive, organization-wide talent management, employee training/development and culture program from design to delivery. Collaborates with the HR team in developing various strategies, processes, and tools to ensure the City’s workforce has the necessary capabilities, skills, abilities, and competencies. Collaborate with IT and HR teams to create and deliver training materials for Human Resources Information System (HRIS) and Learning Management System (LMS) for end-users and maintain documentation. Assists the HR team with various operations such as recruitment, metrics, and technical support. Also designs and implements organizational development strategies to build organizational capacity and enhance organizational effectiveness, including Employee Recognition and Diversity, Equity, Inclusion & Belonging programs and initiatives.
Given the nature of this classification’s duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.

- Designs, develops, implements, and administers employee development strategies, processes, and tools to continuously enhance the knowledge, skills, and capabilities of the workforce and to enable managers to effectively lead the organization toward achievement of strategic initiatives; provides coaching and support to key leaders in the creation of development plans that meet succession and development needs.
- Ability to support HRIS management, including the learning management system and other utilized systems by maintaining data integrity, and troubleshooting issues.
- Support the Director of HR in developing, designing and administering a succession planning process that focuses on building depth to meet current and future organizational needs.
- Promote accountability at all levels for cultivating a culture that encourages collaboration, innovation, trust, and dedication to service.
- Designs, develops, implements, and administers organizational development strategies and initiatives to build organizational capacity and enhance organizational effectiveness; designs, develops, implements, and administers orientation and On-Boarding programs.
- Evaluate and maintain the organization’s leadership and technical competency models that facilitate the assessment of employees relative to established competencies.
- Develops and administers an annual organization-wide employee training and development budget.

- Performs other related duties as assigned such as supporting change management, leadership development initiatives, employee engagement programs, and leveraging data to generate insights to identify areas of opportunity in the Talent and Culture space.
- Bachelor's Degree in Human Resources or a related area of discipline (i.e., Information Technology, Computer Science, Information Systems, Instructional Design, Business Administration, Public Administration), and considerable professional talent management, learning and development, or HR Generalist roles, or any equivalent combination of education and experience.
- Association for Talent Development (ATD) Certified Professional in Learning Performance (CPLP) certification preferred.
- Knowledge of organizational development and talent management strategies, concepts, principles, and practices.
- Knowledge of succession planning strategies, concepts, principles, and practices.
- Knowledge of training & development strategies, concepts, principles, practices.
- Knowledge of leadership development strategies, concepts, principles, and practices.
- Knowledge of competency models.
- Knowledge of employee orientation and on-boarding strategies, concepts, principles, and practices.
- Proficient in MS Office products including Outlook, Excel, Word, PowerPoint, and SharePoint.
- Excellent communication skills.
Physical Requirements- Ability to operate standard office equipment in the performance of essential functions (e.g. personal computer, copier, fax, telephone).
- Ability to occasionally lift and move objects weighing 10 – 15 lbs.
- Ability to move objects weighing above 15 lbs. with the help of equipment/devices, on an infrequent basis.
- Ability to enter data into computer system in a sustained manner.
