This includes administering property tax exemption programs for widow/widowers, persons with a permanent disability, Veterans with disabilities as well as the Valuation Protection Option for individuals 65 years of age or older.Armando Ruiz, the Coconino County Assessor was elected in 2016 and is currently serving in his second term in office. Prior to being elected, Assessor Ruiz worked in various capacities moving up through the Assessor’s Office as both an appraiser and as the Chief Deputy Assessor, with over 20 years of combined service and experience. The County Assessor's Office is comprised of 28 team members serving all of Coconino County. Coconino County is the second largest county by land size with over 78,200 parcels and over 7,500 Personal Property and Mobile Home accounts. The office is centrally located in Flagstaff, Arizona and serves all adjoining communities such as Williams, Sedona, Tuba City, Page, Fredonia, Tusayan, Blue Ridge, and Forest Highlands.Since adapting after COVID, The Coconino County Assessor’s Office continues to successfully operate in a hybrid model, providing opportunities to work both in-office and from home while maintaining in-office operations and being readily available to the public we serve. Nature of Work:Under general direction performs work of considerable difficulty in overseeing the personal property and real property appraisal section; performs related work as assigned. - Trains and provides guidance to the assessment team
- Assists in identifying and resolving concerns
- Develops appraisal guidelines, procedures and policies
- Assists in the appraisal of the most difficult and complex properties and developments
- Represents the Assessor in the administrative appeal process as well as all tax litigation cases which involves working with tax consultants, attorneys and property owners
- Prepares and provides testimony as an expert witness before the Arizona Tax Court
- Provides updates and impacts on pending and final tax litigation cases to the Assessor, County Attorney, County Manager, Board of Supervisors and other government agencies
- Consults with developers, investors, tax consultants, attorneys, property owners, and other groups regarding property assessment questions
- Performs appraisal studies and data analysis
- Oversees the market analysis process, including defining geographic boundaries, reviewing sales data and establishing appropriate market adjustments
- Participates in the preparation of the department's budget
- Manages and leads projects of varying scopes

Any combination of education, training and experience which demonstrates the ability to perform the duties of the position.
ADDITIONAL REQUIREMENTS:
Must possess Level II certification for property assessment from the Arizona Department of Revenue; International Association of Assessing Officers (IAAO) designation preferred.
The ideal candidate will have an Arizona DOR Level II Certification or equivalent; ten years of technical appraisal experience in Residential, Commercial, Land, and Personal Property; litigation experience, tax court; five years of experience in a leadership or managerial position; ability to problem solve and make decisions; excellent communication skills; ability to lead a team effectively; and knowledge of statue and assessment for expert/legislation Opinion.Preferred Qualifications: Principles, practices and techniques of property assessment; statutes and guidelines affecting property assessment; principles and practices of positive supervision and leadership. This position is exempt from overtime.
