Salary Schedule
A sworn law enforcement management position within the OCPS District Police portfolio charged with coordinating law enforcement, safety, and security services in an assigned region. As a State of Florida certified police officer within the OCPS District Police the incumbent is responsible for the pursuit, apprehension and arrest of law violators or suspected law violators.
QUALIFICATIONS
- Bachelor’s degree from an accredited college or university with an emphasis in criminal justice or closely related field of study. Master’s degree from an accredited college or university with an emphasis in criminal justice or public administration is preferred.
- Two (2) years of experience as a police lieutenant within an environment equal in scope to the duties and requirements of the position and five (5) years of progressively responsible law enforcement and/or public safety management experience within a large public sector environment equal in scope to the duties and requirements of the position.
- Certified Law Enforcement Officer in the State of Florida or have the FDLE Exemption Training form CJSTC 76 executed, which will give the ability to complete the Equivalency of Training (EOT) and become Florida State Certified.
- Demonstrated success working with and through people in establishing goals, objectives, and action plans to produce expected results.
- Must successfully pass a comprehensive law enforcement background investigation, criminal history check, fitness for duty medical examination, psychological assessment, and related selection criteria. Candidates may not possess any felony convictions nor convictions related to domestic violence.
- Graduation from the Southern Police Institute’s Command Officer’s Development Course, Northwestern University’s School of Police Staff and Command or the FBI’s National Academy is desirable.
KNOWLEDGE, SKILLS, AND ABILITIES
Demonstrated knowledge and experience in applying advanced law enforcement and public safety management principles, practices, and techniques. Prior experience as a law enforcement manager directly responsible for the supervision of sworn police personnel and police field operations. Proven ability to provide exceptional leadership during critical incidents and emergent situations. Proficiency in the use of standardized law enforcement, public safety and/or security software (i.e., CAD, CJIS, RMS, etc.). Demonstrated skills in developing and implementing aligned strategic initiatives, both forward leaning and in response to emerging trends. Possess strong coalition-building skills capable of developing collaborative relationships with diverse external and internal cohorts. Excellent conceptual and critical thinking skills. Possess strong analytical, problem identification and resolution capabilities. Clear capacity to communicate verbally and in writing, effectively presenting ideas and providing plans, policies, and procedures in a clear and concise manner to internal customers, team members and senior leadership. Able to consistently demonstrate a high degree of accountability, personal integrity, and emotional maturity. Proven ability to work with confidential and potentially sensitive information effectively, continuously, and discreetly. Demonstrated commitment to working with individuals from diverse socio-economic and cultural backgrounds.

Machines, tools, equipment, electronic devices, vehicles, etc., used in this position. Telephone, Computer, (Personal Computer and Mainframe), Automobile, Copier/Fax/Imager, Firearms and Less Lethal Weapons, Radios, Telephone, White Board System and other position specific devices.
Must be able to use personal protective equipment and other law enforcement/public safety/security equipment as provided by the district. Incumbent shall demonstrate a high level of competency and meet certification standards in the use of assigned police equipment such as chemical spray agents, firearms, electronic conductive devices, impact weapons and police vehicles. Position requires the incumbent to possess a valid Florida driver’s license and proof of insurability at all times. Incumbent must maintain access to a motor vehicle (personal or agency) on a regular basis.
PHYSICAL REQUIREMENTS

Light Work Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Moderate Work. Enter and exit vehicles quickly while wearing approximately 15 to 20 pounds of equipment.
At times may be required to climb stairs and ladders, move and/or climb over obstacles, run, lift heavy objects and work under conditions as required by the specific situation, in the apprehension and detainment of a suspect or during an emergency.

10 Walking Moving about on foot to accomplish tasks, particularly for long distances. May be required to run in pursuit of apprehending suspect.

5 Lifting Raising objects from a lower to a higher position or moving objects horizontally from position-to-position through the use of the upper extremities and back muscles exerting up to 10 pounds of force.
80 Finger Dexterity Picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand or arm. Manual dexterity to use handcuffs, light flares, fire weapon, do CPR, etc.

90 Visual Acuity The power to see at a level which allows reading of numbers and text, operation of equipment, inspection of machines, etc. Night vision and peripheral vision are important.
Note Will total more than 100 percent as several activities may be performed at one time.
WORKING CONDITIONS
Conditions the worker will be subject to in this position.
Duties will require the ability to respond to incidents after hours, and work extended hours on site, possibly under difficult and trying circumstances. Must maintain 24-hour availability via a wireless device capable of voice and data communications. The incumbent will be considered “essential personnel” subject to being called back to the office or a district location at all times.
Duties may expose individuals to personal risks as they observe, report, and respond to potential and actual crimes in progress, hazards, incidents and/or emergencies. Position requires incumbents to work in all weather conditions, under extreme temperatures, around chemicals, chemical fumes, biohazards, and electrical and mechanical hazards. May be exposed to extreme weather conditions such as heat, cold, rain and potentially dangerous environments. May be exposed to putrid odors, diseases, chemicals, and excessive noise.
Note Police Captain will be required to work evening and weekend hours to ensure a presence during extracurricular activities, special events, community meetings and other activities as required by regional activity.
PERFORMANCE RESPONSIBILITIES

∗ Serve as a senior police manager for the OCPS District Police responsible for coordinating, managing, and delivering regional law enforcement services as assigned.
∗ If appointed by the Superintendent must serve as the District School Safety Specialist.
∗ Coordinate safety and security services for an assigned region serving as a critical link between district administration and school-based leadership.
∗ Assist school leadership in the selection, management, and training of school-based security personnel. Audit school-based security officer programs to ensure compliance with district standards. Provide training programs to reinforce district standards and build security staff competency.
∗ Administer the School Resource Officer (SRO) program within assigned region. Develop an effective problem-solving relationship with SROs and their agencies. Facilitate a collaborative relationship between law enforcement and school-based personnel.
∗ Respond to emergencies occurring within assigned area of responsibility. Support district-wide critical incident response activities as necessary. Take appropriate action to manage incidents, and eliminate any threats to district students, personnel, and assets. Liaison with responding public safety agencies and represent the district’s interests when appropriate.
∗ Conduct and/or manage criminal investigations. Utilize standardized investigation skills and techniques to reach factual conclusions. Collect and secure evidence. Obtain victim, witness, and suspect statements. Complete all case reports and summaries. Make arrests or take alternative action to resolve matters. Testify in all civil and criminal legal proceedings.
∗ Conduct non-criminal investigations as assigned by the Deputy Police Chief. May assist district leadership in the investigation of other administrative matters. Collaborate with Employee Relations on employee-related investigations.
∗ Ensure that annual school security risks and vulnerability assessments are completed. Review Safe School Plans for accuracy, appropriateness, and completeness. Collaborate with school-based leadership to resolve observed deficiencies.
∗ Coordinate with Office of the Fire Marshal and Safety to ensure school environments are kept free of all safety hazards, and that compliance deficiencies are addressed within the proscribed timeframe.
∗ Provide standardized and non-traditional safety and security training for district departments. Work with site leadership to develop and deliver training tailored to the needs of the individual departments. Ensure site staff are provided training on safety and security standards, devices, systems, and technologies.
∗ Work in partnership with Enterprise Systems Security Unit (ESSU) to ensure that all regional locations meet district electronic and physical security standards. Periodically review work orders to monitor maintenance, repairs, and support service requests. Partner with site managers and ESSU to assess the need for additional electronic and physical security resources. Monitor all electronic and physical security projects.
∗ Drive processes and systems to protect district assets and prevent loss due to criminal conduct. Conduct security audits of assets to validate integrity of controls. Investigate losses, and reports findings to district leadership.
∗ Develop and implement event security standards for all schools within the region. Routinely participate in after-hours events (i.e., commencements, social events, sports contests, etc.) to serve as a resource for school administrators. Coordinate with public safety agencies for all large events requiring external support.
∗ Partner with appropriate stakeholders to resolve issues around traffic safety and the safe movement of students to and from schools. Enforce the traffic code and investigates traffic-related incidents on district owned and/ controlled property. Support transportation security programming ensuring a safe environment for students and drivers.
∗ Lead special law enforcement, safety and security programs occurring within region. Provide support for similar activities occurring in other areas of the district.
∗ Serve as regional data collections and integrity officer to ensure all law enforcement, safety and security activities are being accurately documented in support of the district’s intelligence-based policing initiative. Accountable for meeting district strategic objectives and individual regional goals.
∗ Collaborate with internal risk-based units in developing and delivering integrated district safety and security strategies.
∗ Represent the school district in various working groups, maintain close professional relationships with local counterparts and participate in relevant professional associations.
∗ Lead program/service assessment, quality improvement and/or special study projects as assigned. Develop written reports to communicate findings and recommendations. Present results and, as approved, assist or lead implementation plan.
∗ Provide management support and/or assume leadership during critical incidents including civil unrest, high-profile crimes, natural and man-made disasters, special events, wide-spread police actions or other significant department operations.
∗ Assist in the overall administration and management of departmental budgets, personnel, programs, resources, and strategic initiatives to ensure that priorities are established and satisfied. Contribute to the development of standards and practices that ensure the department’s position as a model school district law enforcement, safety, and security agency.
∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
∗ Follow the district’s policies and procedures as related to fixed assets.
∗ Develop leadership in subordinates.
∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.

TERMS OF EMPLOYMENT
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.
