PAY AND BENEFITS
Annual Pay Range: $124,910.81 - $168,628.91
Hourly Pay Range: $60.053276 - $81.071589
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Department of Health, Housing, and Human Services (H3S) is looking for a dedicated and experienced leader with a strong track record of collaboration, communication, and organizational management to be our next Social Services Division Director.
The Social Services Division (SSD) has an annual budget of more than $60 million and over 200 employees and volunteers. It helps Clackamas County's most vulnerable residents including older adults, people with disabilities, veterans, and low-income households. By joining our team, the selected candidate will plan, coordinate, maintain and advocate for a comprehensive system of social service programs with the participation of county and H3S leadership, citizen boards, and SSD management staff. This is an exciting opportunity for a seasoned professional to lead the county's efforts in providing culturally responsive social services and helping people in need to become more independent and thrive.
The SSD Director is responsible for directing all programs administered by the Social Services Division, leading the Social Services Management Team, and participating as a member of the H3S Executive Management Team. The SSD Director will also provide strategic direction and advocacy in response to unmet service needs in Clackamas County.
This position reports to an H3S Deputy Director. It provides general direction to the Social Services personnel through Human Services Managers.
THE IDEAL CANDIDATE
To lead the agency, the Social Services Division Director must understand the risks, cost factors, and opportunities for the division. The ideal candidate will also provide strong leadership in the development and implementation of standards, strategies, plans and objectives, along with the recruitment and support of division personnel. Candidates should have experience in employee and labor relations and understand working within a union environment. Successful candidates must be able to work on high-profile issues and problems while maintaining political and institutional savvy, pragmatism, discretion, and effective relations with others.
The ideal candidate should be a creative and strategic thinker with strong business acumen. The SSD Director will need to develop ideas and implement them through teamwork, collaboration, and an effective communication style with people with varied backgrounds and experiences, including members of the general community, vulnerable populations, elected officials, jurisdictional partners, community-based organization, and staff. We seek someone who has solid operations experience, excellent customer service, management and supervisory experience, good judgment, and problem-solving skills for administrative challenges in a complex organization.
The ideal candidate will have excellent communication and interpersonal skills, a flexible work style to achieve results, exhibit organizational acumen, and strong attention to detail. In addition, we are seeking a candidate who will employ a hands-on, proactive, and collaborative approach that builds trust and develops positive relationships both internally and externally and strikes the right balance between inclusive decision making and decisive leadership.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of eight (8) years of experience in a related field that would provide the required knowledge and skills to perform the duties of the role
• A minimum of three (3) years of the experience must have been in a leadership or program management role with supervisory responsibilities
• Experience planning and leading social services programs and operations
• Experience leading equity and inclusion efforts
• Experience in working with elected officials and boards
• Experience working in a unionized environment, including an understanding of labor relations and personnel issues
• Experience managing and building consensus among major stakeholders, both internal and external to the organization
• Thorough working knowledge and experience of federal, state, and local statutes and regulations governing the provision of social services, federal, and Oregon rules and regulations
• Thorough knowledge of development and administration of program budgets and managing multiple restricted funding sources, including grants
• Strong verbal and written communication skills in a leadership role, including the ability to convey complex information to various audiences
Preferred Special Qualifications/ Transferrable Skills:*
• Thorough knowledge of process improvement and organizational change management concepts
• Experience developing, implementing, and refining strategic plans, performance measures, analyzing performance data and program/performance improvement
