Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus two years of professional level experience in administrative services, economics, public health, public relations, social services, health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: public health; counseling; social work; psychology; rehabilitation services; statistics; experimental/applied statistics; economics; business, public, or health administration.
A Juris Doctorate will substitute for one year of the required experience.
A master's degree in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for one year of the required experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.
A Ph.D. in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for the two years of required experience.
NOTES:
Health services include all services dealing with the diagnosis and treatment of disease, or the promotion, maintenance and restoration of health for sick or injured individuals.
Public health includes jobs such as sanitarian, public health engineer and public health epidemiologist.

Examples of Work
This position is highly responsible one which reports directly to the Program Manager 2 with the Office of Public Health – Center for Community Preparedness. The incumbent is responsible for assisting in the planning, implementing, coordinating and evaluating of service related to preparing for and responding to all hazards emergencies included but not limited to infectious disease outbreaks, natural disasters, man-made disasters, pandemic influenza, etc. the incumbent of this position may be required to be available 24 hours a day for emergency situations, and may be required to work outside of their assigned work schedule based upon events and/or projects. This position will also require extensive travel within the State of Louisiana to assist regions in the development of plans and provision of technical assistance.
Selective Criteria: This position requires extensive training and a minimum of two years’ experience utilizing the Incident Command System (ICS) – National Incident Management. Emergency training should include but is not limited to completion of FEMA ICS 100, FEMA ICS 200, FEMA ICS 300, FEMA ICS 400, FEMA ICS 700, FEMA ICS 800, FEMA ICS 120 and FEMA ICS 808. This position requires extensive experience and working knowledge of emergency response plans that include but are not limited to the Strategic National Stockpile Plan, nuclear, chemical and biological agent’s response. Incumbent should also have a minimum of one year experience with Emergency Preparedness Risk Communications. Position requires further knowledge of project planning, logistical management, support, and emergency crisis management of field/support personnel. Personnel must further demonstrate knowledge in emergency planning and policy development as shown through course work and participation in real-life emergencies. Experience in grant writing, contract development and report preparation are required as is the ability to effectively administer a variety of emergency preparedness activities. Position requires extensive experience in developing and delivering general and tailored presentations for varied audiences thereby demonstrating the knowledge and ability to prioritize the audience need and the ability to engage and motivate.
45% Coordinates with staff on the parish and regional level on all hazards emergencies included but not limited to infectious disease outbreaks, natural disasters, man-made disasters, pandemic influenza, etc.; coordinates public health emergency response activities with the region, public and private medical community providers, law enforcement, OPH medical directors, regional business community and education system, and others as appropriate; plan and coordinates the monitoring and reporting process for all regional level response activities; presents information to community partners and to relevant agencies. Provides assistance to regions in the development of a comprehensive volunteer recruitment program that includes plans for retaining local volunteers. Responsibilities also include leading the development of regional volunteer recruitment/retention plans. Develop training and exercise opportunities and just-in-time-training for volunteer workforce on relevant health care emergencies such as the Pandemic Flu, Strategic National Stockpile (SNS), CHEMPACK, Special Needs Shelters (SpNS) and Cities Readiness Initiative (CRI).
20% Assists in establishing OPH as resource for information and technical advice on public health and exposure prevention as well as prevention of all hazards emergencies included but not limited to infectious disease, pandemic influenza, natural disasters, man-made disasters, etc.; provides educational presentations and trainings to internal and external partners. Identifies needs for resources and training related to volunteer management with a specific emphasis on public heath emergencies such as SNS, Pandemic Flu, CHEMPACK, SpNS and CRI. Conducts reviews of volunteer database system for security, accuracy, and usability to ensure the most effective protocols are utilized to best support the needs of volunteer program
30% Coordinates, manages, and monitors the regional public health emergency response activities along with the state public health emergency response program manager; DHH staff such as nursing services, Emergency Medical Services (EMS), epidemiology, environmental health, and the regional medical director and regional administrator to assess public health needs of the assigned region with regard to all hazards emergencies included but not limited to infectious disease, pandemic influenza, etc.
