Duties
This position serves as the Deputy Superintendent of Gateway Arch National Park (JEFF)
- Assists the Superintendent in managing all activities to insure maximum utilization of personnel, materials and funds.
- Directly supervises the park's four Division Chiefs.
- Prepares sensitive and critical correspondence on issues which require careful explanation of policies and regulations governing park operations and NPS concepts.
- Prepares and/or reviews information released on matters relating to special uses and privileges, personnel, concessioners, land acquisition, utilities, visitor services and cooperative ventures with other agencies.
- Maintains personal contacts with civic groups, the press, and public officials to promote the park's image.
- Serves as a spokesperson for the Superintendent at public meetings, many of which could cover controversial issues.
- Negotiates with representatives of the NPS, community officials, other Federal agencies, civic groups, conservation and environmental organizations.
- Establishes goals and objectives for park programs.
- Initiates and develops park policies.
- Reviews programs of park Division Chiefs and establishes standards for completion of park programs in both operational and planning efforts.
- Coordinates planning, programming, review, progression and initiation of park programs of construction, physical development and special studies.
- Directs and coordinates management improvement programs and actions for the development and implementation of improved work methods and practices.
- Ensures on-the-job safety and health of all park staff including establishing local bureau safety programs and identifying and correcting job safety and health hazards.
Physical Demands: The work is primarily sedentary, although the incumbent will be required to do some walking, bending, and carrying, and may have to climb steep stairs.
Working Conditions: Work is typically performed in an office environment, although the incumbent may be required to work outside at times.

Gateway Arch National Park is located in downtown St. Louis, Missouri, on the banks of the Mississippi River. The park memorializes the city's role in westward expansion through the 630 foot Gateway Arch and underground Museum at the Gateway Arch. The Old Courthouse commemorates the site where the enslaved couple Dred and Harriet Scott began their suit for freedom, ultimately leading to the divisive U.S. Supreme Court decision that polarized the nation and became a leading cause of the Civil War. The St. Louis region has world-class museums, performing arts and cultural institutions and is sports lover's paradise, where fans are kept on the edge of their seats all year by a host of professional teams. - U.S. Citizenship required.
- Appointment subject to background investigation and favorable adjudication.
- Meet Selective Service Registration Act requirement for males.
- Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
- You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
- You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
- You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
- If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
- You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
- You may be required to complete training and obtain/maintain a government charge card with travel.
- The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
Qualifications
All qualifications must be met by the closing date of this announcement-09/16/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume
MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To Qualify For This Position At The GS-14 Grade Level, You Must Possess The Following Minimum Qualifications By Close Of The Announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes: 1) providing leadership and direction for the strategic planning, management, and operation of national parks or public lands functions and activities; 2) managing park or public lands and making key operational decisions regarding budget, personnel, and program execution; 3) describing strategic priority setting conducted for an organizational unit; 4) describing effective and timely decisions regarding significant or controversial issues; and 5) identifying experience in effective supervision of subordinate supervisors. You must include hours per week worked on your resume.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
