This vacancy announcement will be used to fill up to two (2) Planner Principal State positions.
This position exists in the Office of Statewide Health Improvement Initiatives (OSHII) to coordinate and manage the grants component of Minnesota’s Office of Cannabis Management implementation funds. This initiative is a comprehensive, statewide effort to create prevention, education, and recovery programs focusing on cannabis and substance misuse prevention and treatment options and to make sustainable changes to community policies, practices, systems, and environments. This position will be in the Community Initiatives Unit of OSHII and coordinate closely with local public health and other program and agency staff working on prevention.
Responsibilities Include:
- Grant support, management, and coordination

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, or Fergus Falls. Occasional travel is expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.
Minimum Qualifications
To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
Three (3) years of experience in the following areas:
- Applying public health principles as they relate to cannabis and/or substance use prevention and reduction.
- Applying the principles of program design, implementation, and quality improvement within a community health framework.
- Monitoring and evaluation of community grants.
- Assessing training and technical assistance needs of grantees.
Minimum qualifications to be assessed during the interview process:
Communication skills, both verbally and in writing, sufficient to translate project information to a diverse audience of both technical and non-technical partners.
Degree Equivalencies
A related associate degree may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience.
Preferred Qualifications
- Demonstrated ability to establish and maintain effective working relationships with staff, public officials, and planning groups involved in cannabis & substance use prevention at local and state levels.
- Demonstrated ability to gain support and cooperation in developing and implementing health improvement initiatives and to support others in developing evaluating thinking and quality improvement processes as an ongoing and integral component of implementation.
- Demonstrated ability to present ideas and information effectively, both verbally and in writing, and to translate data and technical knowledge into public health policy and practice.
- Demonstrated ability to set short-term and long-term objectives.
- Demonstrated ability to facilitate communication, decision-making, and problem-solving.
Additional Requirements
- Must successfully pass a background and reference check.
- This employment does not require a valid driver's license, but it does demand occasional travel which the candidate will be responsible for meeting.
- Under U.S. Citizen and Immigration Services regulations, the successful candidate must be able to accept work in the U.S. by the day employment begins. This agency is unable to offer H-1B sponsorship.
