General Function
This is a highly responsible position that will assist citywide with matters including, but not limited to, contracts, grants, legislative affairs, special projects, correspondence and procedures. The person in this position may represent the City before various committees and may assist in addressing external issues affecting the community. Work requires the exercise of judgment and independent initiative and the application of knowledge of municipal organization and programs and meeting a wide variety of work problems involving continual public and inter-departmental relations.
Assignments are received in the form of directives or desired results and the employee is expected to develop methods and routines. Work is reviewed through observation of results obtained via periodic reports and/or evaluation.

Essential Duties And Responsibilities
- Develops, coordinates, implements, and performs special projects and assignments.
- Works with lobbyist and/or local, state and federal representatives on legislative priorities and funding opportunities for City improvements and/or amenities.
- Coordinates and attends meetings with staff members to plan programs, identify issues, and improve services and programs.
- Serves as the City liaison for the American Rescue Plan funding, ensuring coordination, tracking and compliance.
- Conducts Grant research for funding opportunities for citywide capital improvement projects and initiatives. In addition, serves as citywide liaison for grants including:
- Assisting in the development and writing of grants and funding.
- Assisting with grant processing and tracking.
- Preparing grant updates for distribution.
- Serves as City’s representative on a variety of committees, project teams, task forces, etc.
- Prepares concise, informative reports and recommendations.
- Conducts independent research on assigned topics and prepares reports for distribution.
- Collaborates with other City employees in planning, assigning, coordinating and implementing programs and other matters as needed.
- Establishes and maintains effective working relationships with City Officials, other political officials, co-workers, other professionals and the general public.
- Performs related work as assigned or required.

Type Of Appointment/Work Hours
- Full-time/Regular position.
- Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day. The workday may be varied for the efficient delivery of public service.
- Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
- Designated as essential personnel.

Requirements
- Bachelor’s degree in accounting, finance, business or related field and three to five years’ related experience required.
- Knowledge of municipal management, fiscal management, and governmental budgeting methods, procedures and policies.
- Demonstrated ability at business letter composition, ability to grasp technical terms and concepts.
- Must have excellent knowledge of all Microsoft Software programs.
- Ability to make oral and written presentations of administrative challenges in a concise and effective manner with clearly organized thoughts using proper sentence construction, grammar and punctuation.
- Ability to analyze a variety of administrative problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of established goals.
- Ability to establish and maintain effective working relationships with City staff and Officials, other government officials, community groups, and the general public.
- Ability to discern and extract pertinent facts from oral and/or written guidelines, policies, and procedures and apply them to a variety of situations.
- Ability to rapidly acquire knowledge of administrative and procedural regulations and work independently on complex and confidential administrative tasks.
- Ability to diplomatically handle challenging or tense situations to promote problem solving.
- Must have knowledge of Federal and State legislative functions, procedures and organizational structures.
- Must possess a valid Florida Driver’s License, with a clean driving record.
- Must pass the background screening process.

Work Authorization/Security Clearance
- The employee must successfully pass a background screening process.
- The City will also verify the identity and employment authorization of individuals hired so the proper completion of Form I-9 is required, which includes the employee providing documents evidencing identity and employment authorization.
