SUMMARY
Performs senior-level complex work overseeing the planning, coordinating, and directing of activities for Parks and Recreation. This position enforces the department’s policies and procedures, oversees the department budget, personnel, and works closely with design firms, contractors, and developers in ensuring adequate Parks and Recreation facilities. Works under minimal supervision with considerable latitude for the use of initiative and independent judgement. Pay is Market Competitive.

ESSENTIONAL DUTIES & REQUIRED QUALIFICATIONS
- Supervises department in accordance with the organization's policies and applicable laws, including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Ensures that proper policies and procedures are followed, and that safety standards are maintained and that work schedules are met.
- Handles grievances; maintains Departmental discipline and the conduct and general behavior of assigned personnel.
- Responsible for the management and operation of all recreation facilities and the conduct of year-round comprehensive recreation programs as developed.
- Researches the recreational needs of the public, analyzes proposals, prepares recommendations, and presents them to Parks Board and/or City Council.
- Plans and develops new parks and recreation programs in relation to modern principles of park planning and design.
- Works closely with the Development Services and Planning Departments to review and facilitate Parkland Dedication proposals from developers.
- Responsible for the protection of the City’s Parklands and facilities; maximize the public’s enjoyment and use of park lands in harmony with environmental protection and stewardship.
- Develops department policy guidelines with regards to park and facility rules, fees and charges, and related matters.
- Directs the preparation of agenda items for the City Council and various committees and boards.
- Provides staff support for organizations and special events, including serving as a board member for Opportunities Williamson-Burnet Counties (OWBC) Community Action Agency (or designating a qualified staff member to do so).
- Acts as staff liaison to the Parks & Recreation Board. Prepares agendas, attends monthly meetings, facilitates Boards activities as necessary.
- Acts as a staff liaison to the Public Arts Commission, prepares agendas, attends monthly meetings, and facilitates commission activities as necessary (or designates a qualified employee to do so).
- Administers applicable grant programs.
- Fosters positive City government/community relations through contacts with citizens, community organizations, and groups and news media.
- Responds to citizens’ requests and complaints and ensures proper action is taken.
- Ensures that all aspects of maintenance for the right-of- ways is completed safely and in a timely manner. Includes mowing, watering, trimming brush, and repair and maintenance of park and park facilities and equipment.
- Prepares the department’s annual budgets, including capital improvement projects for all Parks and Recreation facilities and programs.
- Maintains an on-call status as necessary.
- Prepares summaries of monthly activities.
- Prepares/maintains a mission statement and strategic direction with goals and performance measures for the Parks Programs.
- Writes and prepares correspondence, memorandums, and reports for supervisors, City Council, and related boards or commissions.
- Oversees the Public Library by supporting the Library Director in preparing budget, facilitating operations with Library staff, and coordinating facility maintenance.
- Oversees Crystal Falls Municipal Golf Club by supporting the General Manager in preparing budget, facilitating operations with Golf staff, and coordinating facility maintenance.
- Executes other related duties as needed.
REQUIRED EDUCATION AND EXPERIENCE
- Minimum of a bachelor’s degree from an accredited college or university with a major in Parks, Recreation & Leisure Management, Physical Education, Kinesiology, Education, or a field related to the profession of Parks & Recreation.
- Minimum of six years of full-time Parks & Recreation experience, with a minimum of five years in a leadership position.
OR,
- A combination of a minimum of ten years of experience and education that provides the required knowledge, skills, and abilities to perform the duties and responsibilities of the position, with a minimum of five years in a leadership position.
REQUIRED CERTIFICATES AND LICENSES
- First Aid & CPR/AED training certification required or the ability to obtain one within six months of hire.
- Certified Parks and Recreation Professional (CPRP) through the National Recreation and Parks Association (NRPA) or the ability to obtain one within six months of hire.
- Valid Class "C" Driver's License from any U.S. State. Must be able to obtain a Texas license within three months of hire, per state law.
PREFERRED QUALIFICATIONS
- Master’s degree from an accredited college or university with a major in Parks, Recreation & Leisure Management, Physical Education, Kinesiology, Education, or a field related to the profession of Parks and Recreation.
- Seven or more years of full-time experience in Parks & Recreation.
- Experience working with a government entity such as a City, County, or a State agency.
- Active First Aid & CPR/AED Certification.
- Active Certified Park and Recreation Professional (CPRP) credentials, through the National Recreation and Parks Association (NRPA).
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of current principles and practices used in the administration of comprehensive citywide Parks and Recreational programs.
- Knowledge of facility and equipment maintenance.
- Ability to communicate effectively both verbally and in writing.

- Ability to read and comprehend documents related to operation and training manuals, memos, policies and procedures.
