Seattle City Light is hiring a Fire Brigade Chief at the Skagit Hydroelectric Project. The Skagit Hydroelectric Project is located approximately 125 miles northeast of Seattle in Newhalem, WA. Over the past 50+ years the Skagit Hydroelectric Project has maintained a Fire Brigade and Ambulance Service to provide emergency medical and firefighting services for the communities of Diablo and Newhalem, visitors to the North Cascade National Park, as well as responding to the needs of the generation facilities and a City Light staff of eighty-five. The Fire Brigade Chief would be responsible for ensuring adherence to federal, state and local standards, Skagit standard operating procedures (SOP’s) and to lead the volunteer fire brigade which currently consists of sixteen volunteers. This position will report to the Skagit Maintenance Manager.
Job Responsibilities
Here Is More About What You’ll Be Doing
- Serve as Fire Brigade Chief. The Skagit Fire Brigade currently consists of sixteen volunteer firefighters comprised of SCL staff.
- Fire prevention services including developing and implementing fire prevention inspection operating procedures for all of the Skagit Hydroelectric Project facilities.
- Create SOP’s for the four power plants, rope rescue, ambulance services, and shipyard operations. Plan and develop reporting and evaluating systems and metrics to measure results, analyze data, and prepare statistical and narrative reports.
- Monitor medical certification requirements and training for the fire brigade. In conjunction with Human Resources, identify, schedule and maintain training records for all required or mandated training.
- Prepare weekly, monthly and annual reports. Document fire apparatus repairs; perform weekly and monthly fire equipment inspections.
- Develop emergency vehicle response specifications.
- Attend local Fire Chief’s meetings and report back.
- Serve as lead Instructor for CPR, First Aid, NDPA Fire, FireWise, Asbestos Awareness, Self Contained Breathing Apparatus (SCBA), Lock Out Tag Out (LOTO), EVIP/EVAP, Proficiency training.
- Perform inspections and monitor eye wash stations, semi-annual personal protective equipment (PPE), automated external defibrillator (AED), First Aid Stations, annual self-contained breathing apparatus (SCBA) testing, fire extinguisher inspections and maintenance at all Skagit facilities.
- Monitor compliance requirements such as rubber goods testing, hot stick testing, overhead crane inspections, ladder inspections, wire rope inspections, sling inspections, etc.
Qualifications
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:
Education: Bachelor’s degree in business or public administration, or a closely related field (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).
Experience: Two years’ experience in program planning, writing, research, or in interpreting fire and building codes.
- Current Emergency Medical Technician (EMT) Certification
Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:
- Experience leading a fire brigade or volunteer fire department
- Fire Training Academy Certification
- Firefighter Certification
- First Aid Responder
- Experience maintaining a wide range of safety equipment
- Experience developing and delivering safety-related and/or fire prevention training programs
- Experience developing statistical reports and performing program-level analyses using metrics
- Demonstrated ability to interpret federal, state and municipal rules, regulations and standards.
- Ability to communicate effectively both orally and in writing.

Additional Information
The full salary range for this position is $48.44 to $56.39 per hour.
