Under general direction, performs residential, commercial, and industrial building inspection duties at various stages of construction, alteration, and repair; reviews plans and prepares permit documentation for residential, commercial, and industrial projects; ensures compliance with building code regulations, local ordinances and state laws; responds to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding projects; and performs other related duties as assigned.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.- Inspects industrial, commercial, and residential buildings during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances, and regulations.
- Examines plans and specifications of new construction, additions, and alterations to residential, commercial, and industrial buildings to determine compliance with the provisions of the construction codes, ordinances, and regulations.
- Reviews specifications and other exhibits submitted for plan check compliance with acceptance criteria and regulations.
- Inspects existing buildings for change of use or occupancy for compliance with applicable codes and ordinances.
- Inspects foundation, concrete, steel, masonry and wood construction, framing, plastering, plumbing, heating, and electrical installations and a large variety of other complex and routine building system elements.
- Issues notices to comply on violations; maintains records of history and facts for possible legal actions.
- Confers with architects, contractors, builders, and the general public in the field and office; explains and interprets requirements and restrictions.
- Participates in staff and administrative meetings related to inspection activities, coordinates completion of inspections and records with Permit Technician.
- Answers inquiries and explains building, electrical, plumbing, mechanical, and zoning restrictions, requirements, and any necessary corrective measures for building and safety violations.
- Handles project inquiries and resolves complaints.
- Assists in the preparation of new regulations; recommends revisions of existing regulations.
- Maintains detailed records and prepares reports.
- Assists at the public counter as required and assists Code Enforcement with building code violations.
Knowledge of:
- Accepted safety standards and methods of building construction for commercial, industrial, and residential buildings.
- Building related codes and ordinances enforceable by the City including the California Building, Electrical, Plumbing, and Mechanical Codes.
- Principles and techniques of building inspection and plans examination work.
- Standard types of building construction, materials, and methods.
- Recent developments, current literature, sources of information, and research techniques related to building code enforcement.
- Principles and procedures of record keeping and report preparation.
- Modern office practices, methods, and computer equipment.
- Occupational hazards and standard safety practices necessary in the area of building inspection.
- Principles and practices used in dealing with the public.
- Basic mathematical principles.
- English usage, spelling, vocabulary, grammar, and punctuation.
Ability to:
- Interpret and apply pertinent federal, state and local laws, codes and regulations. Read and interpret complex building plans, specifications and building codes.
- Determine if construction systems conform to City Code requirements.
- Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations and standard construction practices.
- Make mathematical computations rapidly and accurately.
- Enforce necessary regulations with firmness and tact.
- Understand and follow oral and written instructions.
- Operate office equipment, including computers and supporting word processing, spreadsheet, and database applications.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience Guidelines: - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Three years of experience in the building construction trades or related field.
Experience at a journey level is desirable.
Experience conducting public agency building inspections is also desirable.
License or Certificate:
Possession of an appropriate, valid driver's license.
Possession of ICC certification as a Building Inspector is highly desirable and required within one year of date of hire.
Possession of ICC certification in electrical, plumbing, or mechanical is highly desirable.

Physical: Sufficient physical ability to work in an office setting and operate office equipment; sit, stand, walk, climb, (i.e.: ladders, scaffolds, slopes, roofs, trenches), crawl (in attics or under flooring), and/or kneel for prolonged periods of time; sufficient mobility to work in and around construction projects; requires operating motorized vehicles.
Vision: See in the normal visual range with or without correction; vision sufficient to read small print, computer screens, and other printed documents.
Hearing: Hear in the normal audio range with or without correction.
