Annual Pay Range: $66,242.70 - $89,428.13
Hourly Pay Range: $31.847450 - $42.994294
JOB DETAILS AND QUALIFICATIONS
Clackamas County Department of Human Resources (HR) is seeking an organized, detail-oriented and motivated Human Resources Specialist to join the Leave and Accommodations team!
Reporting to the Leave and Accommodations Supervisor, the HR Specialist will provide support in leave administration by helping employees navigate through the leave process, code timesheets for employees on leave, and respond to data requests related to leave administration. The HR Specialist will work independently to solve problems and use resources available to navigate situations as they arise while continuing to provide outstanding customer service to employees as they reach out to the Leave and Accommodations team for support.
With around 2,400 employees, 4 unions, and 8 collective bargaining agreements, Clackamas County has a complex workforce. On average, the Leave and Accommodations team has around 45 active accommodation cases at a given time and over 175+ active Family Medical Leave Act (FMLA), Oregon Family Leave Act (OFLA), and Paid Family and Medical Leave (PFML) cases. Clackamas County uses a third-party leave of absence and disability insurance administrator to manage PFML, FMLA, OFLA, disability claims, military leave, and educational/extended union leaves.
The Leave and Accommodations team is part of the Benefits and Wellness Division in the Department of Human Resources. The purpose of the Benefits and Wellness line of business is to provide comprehensive benefits, disability management, planning, education, and consultation services to county departments and employees so they can create a workplace culture committed to practices that sustain a healthy and productive workforce and preserve financial resources.

The ideal candidates will also possess the following attributes/characteristics:

• Ability to advise employees and supervisors on all matters related to leaves of absence and prescribe the correct leave policies that apply to a given circumstance.
• Excellent organizational, time management, and problem-solving skills.
• Excellent interpersonal skills, including strong oral and written communication skills.
• Ability to communicate detailed and complex information.
• Ability to cultivate relationships, rapport, credibility, and partnerships across all levels of the organization
• Ability to set priorities with a proper sense of urgency and importance.
• Ability to work effectively under pressure, managing competing priorities and stakeholders
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of three (3) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.

• Experience reviewing, coding, and auditing employee timesheets.
• Experience with a Human Resource Information System (HRIS) or other data base system.
• Working knowledge and experience using Microsoft Office Suite (Outlook, Word, and Excel).
Preferred Special Qualifications/ Transferrable Skills:*
• Experience using and working with The Standard to administer protected leaves.
• Experience working in a union environment.
• Experience working the public sector.
• Working knowledge and experience with PeopleSoft HRIS
• Experience working with Workforce Software (Time and Attendance System)

Managing and distributing incoming calls and emails related to leave administration.
Providing administrative assistance to the Leave and Accommodations Analysts and Leave and Accommodations Supervisor.
Participating in the collective bargaining process by identifying and researching significant or controversial issues, preparing exhibits for fact-finding and interest arbitration hearings, and drafting and recommending contract language.
