NATURE OF WORK
The Wastewater Supervisor is responsible for the operations, maintenance, and regulatory requirements of the Wastewater Department. This Department includes the wastewater treatment plant and collection system for the Town of Friday Harbor. This position requires knowledge and ability to perform work in all areas of wastewater treatment and supervise assigned staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES
· Oversee the operation of the wastewater treatment plant and collection system
· Comply with and take responsibility for laws and regulations of the Federal, State, and Town governments, submitting reports and discharge permits to the Department of Ecology, and completion of required state paperwork
· Provide day-to-day supervision of assigned staff, establishing work assignments and overseeing accomplishment of activities
· Develop and implement approved operating procedures
· Manage inventory of essential equipment and supplies
· Review construction drawings and make recommendations on wastewater projects, and inspect the installation and construction of facilities throughout the system
· Prepare staff evaluations, including recommending compensation increases and disciplinary actions
· Approve department expenditures
OTHER JOB FUNCTIONS
· Assist Public Works Director with budget projections, participate in long-range planning, and review the Capital Improvement Plan annually
· Inform Public Works Director of matters requiring deviation from established guidelines and standards
· Approve monthly staff timesheets
· Coordinate work with other departments
· Other duties as assigned

Receives supervision from Public Works director and Town Administrator
Supervises Wastewater Department staff positions
WORKING LOCATION & HOURS
Location: Wastewater Treatment Plant, 375 Tucker Avenue, Friday Harbor WA
Work period:7:00 AM to 3:30 PM, Monday through Friday; overtime and weekend work required for callouts and emergencies
Position requires residency on San Juan Island.

Work is primarily performed indoors. Outdoor work is required in every kind of weather condition, in confined spaces, under unpleasant conditions. Depending on task performed, the noise intensity ranges from moderate to very loud, and with strong odors. Some tasks require working with very hot materials and hazardous substances.
Qualifications / Experience / Training
Certified as a Group II Wastewater Treatment Plant Operator or higher in Washington State with six years of progressively responsible work experience as a certified wastewater treatment plant operator
Must possess or obtain a valid Washington State driver’s license
Technical:
Must have a thorough knowledge of wastewater treatment, sludge processes and equipment, and be sufficiently competent to perform all functions of the plant and collection systems.
Knowledge of SCADA systems for plant and collection operations
Must be able to supervise, train, and evaluate personnel
Must be able to read blueprints and construction drawings
Knowledge of:
Must have a thorough knowledge of the mechanical, electrical, electronic, plumbing fields in wastewater and of how machines and systems work
Knowledge of confined space procedures and use of self-contained breathing apparatus
Ability to use computers to operate programmable logic controllers (PLC’s) for equipment controls, to monitor, maintain, and respond to in-plant computers. Must be able to learn and use software programs as necessary to perform work
Must have basic knowledge of WISHA and OSHA trenching and shoring laws
Ability to:
Stay calm and work logically in emergencies and stressful situations
Apply a high level of ingenuity and problem-solving skills
Respond to and coordinate emergency 24-hour shifts, and call-in when necessary
Understand, follow, and provide oral and written instructions
Maintain written records
Physically perform essential job duties
Interact well with public and co-workers
Any combination of education and experience which would provide the applicant with the desired knowledge, skills, and abilities required to perform the job
BASIC TOOLS AND EQUIPMENT USED
In addition to all specialized equipment associated with performing job functions, must be also able to operate general equipment associated with utility work

Strength and ability sufficient to perform heavy lifting, moving, and carrying
Must be able to climb up and down ladders
Must have good sensory perception to monitor machinery visually, audibly, by smell, and by touch (for temperature and vibration) on an ongoing basis
