Under general direction of the Finance Director or designee, performs a variety of accounting, auditing, and statistical work involving the preparation, adoption and implementation of the annual budget; verifying special funds such as Capital Improvement Program (CIP), Development Impact Fees (DIF), Community Facility District (CFD) and other special funds; and to perform related work as required.
- Develop, analyze and execute budgets; design, develop and update the City's budget development process.
- Assist departments with developing their budget submission.
- Track changes to the budget plan.
- Conduct complex financial analysis and prepare reports.
- Coordinate and liaison with departments and/or executive management on all budget related issues including system improvement and security, communications, troubleshooting, etc.
- Analyze and interpret budget variances and communicate needed corrections to departments or accounting.
- Monitor expenditures within each fund to determine appropriate budget implementation and research problems to identify issues and recommend corrections.
- Prepare monthly metrics reports, internal management reports, and external regulatory reports for submission to their immediate supervisor.
- Assist with the presentation of financial data, financial/operational progress, and performance metrics information for briefings and other presentations to departments, committees and City Council.
- Prepare annual fiscal forecasts to be utilized in the budget preparation process for submission to their immediate supervisor.
- Prepare quarterly updates of annual fiscal forecasts and document major deviation (s) for submission to their immediate supervisor.
- Consolidate data and prepare reports.
- Assist in the preparation of budget for special funding.
- Performs a variety of special funding management and reporting.
- Performs specific tracking for special funding documentation in accordance with any funding source, (Federal, State, or Local);
- Review requisitions against budget availability.
- Make budget adjustments at management direction.
- Assists Finance Director or designee with special projects as required.
Knowledge of:Principles, practices and theories of governmental budgeting and accounting.
Principles and practices of complex budgeting and accounting functions and their application to municipal/governmental accounting systems, with emphasis on fiscal and operational aspects of such organizations.
Various professional accounting standards such as Generally Accepted Auditing Standards (GAAS), Generally Accepted Accounting Principles (GAAP), Generally Accepted Governmental Auditing Standards (GAGAS), and the Governmental Accounting Standards Board (GASB) standards.
Principles, methods, and practices of municipal finance, budget development, economics, organizational, policy, and financial analysis, financial accounting, cost benefit-benefit analysis, and statistical methods and research.
Principles of long-range financial planning and methods.
Principles and procedures of financial record keeping and reporting.
Business computer applications and software, particularly related to statistical analysis techniques, word processing and spreadsheet, and accounting and budgeting.
Organizational and functional structures of municipal government and the relationship between staff, tasks and budget.
Usage of English syntax, language mechanics, punctuation and grammar in technical report writing and report presentation.
Principles and practices of pertinent Federal, State and local laws, codes and regulations.

Education and Experience Guidelines -
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Education/Training:Possession of a Bachelor's Degree from an accredited college or university with major course work in business management, accounting, or an equivalent field is desired;
Experience:Minimum of four years of experience in local government budgeting is desired;
License or Certificate:Must possess a valid California Class C Driver’s License and maintain possession of such license during the course of employment.
Must have an acceptable driving record, be insurable at standard rates by City’s insurance carrier, and maintain such insurability during the course of employment.
