POSITION SUMMARY
The CFO directs the operations of the following areas under general direction of the City Manager: Finance, Budget, Customer Service/Utility billing, Payroll, Purchasing, Grant applications & management and may perform the charter duties of the City Treasurer as required. This position will play a key role in shaping vision for the City’s future and develop a plan for how these areas will support that strategic vision. The CFO will research issues important to the City and advise the City Manager on the best course of action.

Essential Functions Statement(s)
· Directs, plans, coordinates, and develops policies concerning the activities of Finance, Budget, Customer Service/Utility Billing, Payroll, Purchasing, Grant Applications & Management.
· Assists the City Manager with strategic and long-range planning for the City; participates in planning efforts at the local and regional level; monitors pending legislation for impact on the City: oversees compliance with new legislation.
· Presents financial information to the City Council and various Authorities and Boards.
· Supervises the preparation and administration of the annual Budget and Capital Plan for the City.
· Supervises the preparation and administration of the Annual Comprehensive Financial Report and other financial reports for the City and various Authorities.
· Makes recommendations on budgetary and financial matters. Provides assistance to management, department heads, and administrative officials regarding budget issues, monitors all department line items to ensure departments are staying within budget allowances, and alerts departments for corrective action to guard against over expenditure.
· Limits the risk and exposure of the City and Trusts when applicable, through the effective and proper utilization of the City legal counsel and provide advice so that all financial operations are carried out in compliance with accepted accounting practices (GAAP), local, State, Federal, and other municipal regulations, guidelines, and laws.
· Directs and supervises the activities of accounts payable and receivable and payroll. Organizes and directs operations such as receiving and depositing City revenue and issuing of City licenses and permits.
· Monitors the City’s financial position and economic conditions and supervises the preparation of financial forecasts and models.
· Directs and supervises all purchasing activities for the City and reviews centralized procurement contracting recommendations.
· Establishes and oversees approved policies and procedures for operation of central purchasing function to include a finance procedure manual.
· Responsible for purchasing activities and the establishment and administration of purchasing policies and procedures including Requests For Proposals and Requests For Quotes.
· Reviews purchase requests from all departments for approval before funds are encumbered.
· Directs and oversees the financial audit to completion.
· Directs and/or reviews the work of financial consultants for auditing, analysis, fee determination and related matters.
· Directs the treasury collection activity and custody of public funds. Oversees the investment of City funds and the payment of bond obligations.
· Plans, develops, implements, and administers the City’s cash management and investment program in accordance with applicable State law.
· Responsible for credit card processor selection and management of credit card processing throughout all departments.
· Responsible for overseeing contract administration.
· Reviews all Finance policies and procedures and makes recommendations on changes.
· Represents the City Manager and the City at various meetings, functions, and events; serves as a liaison to various civic or governmental organizations and committees, taskforces, boards, and commissions; provides information about city operations; participates in discussions and decisions; and keeps the city Manager apprised of activities.
Supervisory Responsibilities: Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees, planning, assigning, and directing work assignments; appraising performance, rewarding, and disciplining employees; addressing concerns and resolving problems.

SKILLS & ABILITIES
Education: Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, economics, public administration, management, or a related field.
Experience: Five years of increasingly responsible professional accounting or auditing experience in a governmental setting and at least three years supervision of professional and support staff.
Computer Skills: Intermediate level skill in Microsoft office suite software; advanced skill level in Excel.
Working knowledge of INCODE software used in financial administration.
Certificates & Licenses: General Finance Officers Association Certification preferred; valid Oklahoma driver’s license; and driving record must be acceptable to insurance carrier.
Other Requirements:
- Considerable knowledge of modern purchasing practices and procedures.
- Comprehensive knowledge of modern principles and practices in municipal finance administration with particular reference to budgeting, accounting, revenue collection, governmental accounting, finance, and public administration.
- Stay current in GAAP, up to date on relevant laws, and contract administration regulations.
- Considerable knowledge of the Charter provisions, ordinances, and state laws governing the financial administration of the City government and public trusts.
