Salary Range: Grade 20, $90,132 - $115,454 (depending on experience and qualifications)

This is a Management Service position and serves at the pleasure of the Appointing Authority (“at-will”)
The
Maryland Department of General Services (DGS)
supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process.

The Maryland Department of General Services is looking to hire a talented and experienced leader on our senior leadership team to fill the role of
Director of Emergency Management
- The incumbent leads all emergency management / incident response activities that involve non-emergency
and
emergency operations for the agency. In this role, the Director of Emergency Management is responsible for coordinating homeland security and emergency management operations, and briefing the Secretary, Deputy Secretary and Chief Operating Officer on these concerns and subsequent actions. This position also involves interaction and coordination with other State agencies, contractors, and Federal and local agencies to ensure communication, consistency, and integration of program delivery and implementation, and any applicable required reporting. The Director has broad responsibility for emergency management operations throughout DGS and interacts extensively with outside public and private entities. The Director will work in conjunction with DGS senior and executive staff during emergencies to provide leadership, ensure employee safety, preserve State property, minimize damages, and lead efforts to restore operations. This position will also function as the liaison between DGS and other emergency operations to include statewide recovery contracts, and the Director will also oversee corrective actions and associated timeline implementations.
Functions Include
- Maintain and update all resource materials associated with emergency preparedness plans. Prepare emergency situation status reports that describe response and recovery efforts. Facilitate After Action Reviews, when necessary, in response to incidents; manage the creation of After Action Reports; manage the creation of response plans; and coordinate the response activities of various stakeholders (internal and external to DGS).
- Manage the Agency’s Continuity of Operations (COOP) Plan.
- Represent DGS as its liaison to the Maryland Department of Emergency Management (MDEM) at the State Emergency Operations Center (SEOC) during training, exercises, and incident planning and response. Coordinate staffing during high-profile events and emergency responses.
- Represent DGS in several State planning groups and task forces (Strategic National Stockpile, Mass Care and Sheltering Task Force, Evacuation Task Force, State COOP Planning Task Force, Recovery Support Leadership Committee, Emergency Support Function Leadership Group, Joint Operations Group).
- Design and administer emergency and disaster preparedness training for DGS senior and executive staff to train staff on how to effectively respond to major emergencies and disasters.
- On call 24/7/365 for DGS emergency operations, including phone call notifications from all DGS divisions and notifications from other State and local jurisdictions as needed.
Preferred/Desired Qualifications
- Bachelor's degree in Emergency Management, Public Safety, Homeland Security, Public Administration, or a related field. Master’s degree preferred.
- At least seven (7) years of progressively responsible experience in emergency management, disaster response, or public safety, with at least 3-5 years in a leadership or program management role. This should include experience with disaster preparedness, response, recovery, and mitigation strategies.
- In-depth knowledge of federal, state, and local emergency management protocols, laws, and regulations (e.g., FEMA, NIMS, ICS).
- Proven ability to develop and implement comprehensive emergency management / preparedness plans.
- Strong leadership, decision-making, and crisis management skills, with a track record of effectively overseeing crisis or emergency response situations.
- Exceptional written/verbal communication and interpersonal skills for interacting with executive and senior leadership, agency management, staff, and government officials, and for coordinating across multiple agencies and stakeholders.
- Demonstrated success in building and maintaining partnerships with federal, state, local, and private sector agencies.
- Professional certifications such as Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), or equivalent.
- Availability: Ability to respond to emergency situations at any time (24/7), including nights, weekends, and holidays, as needed.
