General Summary: Under the general direction of the Director of Public Works, the employee performs technical, administrative and supervisory work associated with the operation of a Class A wastewater treatment plant. This includes operation, maintenance, lift stations, bio-solids and industrial pretreatment programs, while also assisting the Director with administration of various wastewater contracts with area townships.
Typical Duties:
- General oversight of plant and related facilities, including treatment facility and collection system lift station operation, maintenance, laboratory, industrial pretreatment program and bio-solids program.
- Reviews and maintains records related to wastewater plant services provided to area townships; prepares documentation for monthly township bills; prepares for annual audit of services provided to the townships and revenue received. Communicates with contracted townships as appropriate.
- Maintains appropriate communication with regulatory agencies as required.
- Supervises assigned staff and assists with personnel matters, including disciplinary actions, reviews, employee vacation requests and other types of leaves.
- Assists with departmental payroll functions.
- Development of the annual budget.
- Consults with engineers and industry professionals, as necessary and appropriate.
- Participate in developing specifications for goods and services.
- Prepares, reviews and approves reports and plans. Maintains records.
- Uses computer programs to monitor plant processes, budget data, safety data, personnel activities, etc.
- Presents on and off-site presentations pertaining to facility operations.
- Works with representatives from other city departments, government agencies and citizens.
- Performs other duties as required.

Minimum Qualifications and/or Requirements:
- Michigan Class A Wastewater Treatment Plant Operator’s Certificate required (or equivalent from another state and ability to immediately take and pass the Michigan Certificate Examination).
- Must have knowledge of methods, practices and procedures used in wastewater treatment plant operations, including mathematics, hydraulics, physics, chemistry and bacteriology requirements related to treatment processes.
- An associate’s degree or higher is preferred. At least 5 years of experience in the wastewater field is mandatory.
- Must have knowledge of public health and safety laws and regulations related to wastewater treatment.
- Must possess initiative, resourcefulness, analytical skills, good judgement and personal integrity.
- Must demonstrate successful supervisory experience and administrative ability.
- Must be able to communicate clearly and effectively, including the ability to produce clear and concise specifications and reports.
- Must have general knowledge of fiscal and accounting practices.
- Must be able to establish and maintain effective working relationships with officials, other city employees and the general public.
- Must possess and maintain a current Michigan driver’s license and good driving record.
- Must be able to demonstrate appropriate computer skills related to data retrieval, storage reporting and operational procedures.

While performing the duties of this job, the employee is regularly required to communicate in person and by telephone, read regular and small print, sit, use limited mobility in an office setting, use manual dexterity to type and enter data and use sight to read and prepare documents and reports. The job requires occasional standing, walking, use of steps and ladders, as well as the ability to stoop, squat or kneel, travel to other work sites using a motor vehicle. The typical work environment is a business office setting where the noise level is moderate, although the employee occasionally works outdoors and may be exposed to loud equipment noises. The employee may work near moving mechanical equipment, hazardous chemicals and irritants. Appropriate personal safety equipment may be required.
