The City of Johnson City, Tennessee is accepting online applications for a Community Engagement Manager with the Parks and Recreation Department. The Community Engagement Manager is responsible for the successful planning, execution and promotion of the department's overall program and events offerings, coordinating with event organizers, processing special event applications, reserving parks, facilities, and greenspaces. The Community Engagement Manager works alongside program staff and supervisors with the Parks and Recreation Department to ensure that its provision of services is holistically and strategically approached and communicated to the public. This will include troubleshooting potential communication and service issues, evaluating overall promotion and events offerings and success, and development of promotions and events that support Parks and Recreation functions. This position oversees the special event application process for City parks, working closely with community partners and event organizers, serves as on-site contact for event reservations, and coordinates and executes department-sponsored events, which may include securing partnerships and sponsorships. He or she will be responsible for the special event policy, making amendments as needed; will maintain supplies and tools related to event set-up and planning; and oversees staff and volunteers. Delivers accurate and timely information about programming and services to Communications and Marketing for promotion of programs and events. This position requires work on evenings and weekends. This position also serves as the department's liaison to the Johnson City Dog Park Association and the Johnson City Public Art Foundation and Committee. Work is performed under the direction of the Parks and Recreation director.
Essential Functions Of Position
- maintains strong working relationships with Parks and Recreation staff to stay informed and knowledgeable on department programming and improve quality of programs and services by assisting with research on new trends and services within the scope of parks and recreation
- build and maintain relationships through net-working
- track and implement promotional opportunities to ensure proper recognition in fulfilling event sponsorship agreements
- assesses and troubleshoots potential issues with proposed programming
- oversee promotions and events budget and fee structures for special events
- regularly and comprehensively evaluates program and event offerings to ensure department goals and community needs are being met
- collects and analyzes data/customer service evaluations related to programs and events, and provides regular updates to managers and the director
- develops and proposes promotions and events to address needs and enhance offerings of recreation facilities
- gathers and prepares thorough, timely and accurate information about department offerings and works closely with Communications and Marketing to develop effective and appropriate marketing materials
- gathers department information for requests relating to marketing materials (including signage, promotional items, uniforms etc.) for development of materials
- manages the departments employee appreciation program and events
- reviews, monitors and updates website and department master event calendar
- monitors and responds to social media outlet communications
- manages all special event applications for park system and coordinates the setup of special events
- ensures that all insurance, legal, health and safety obligations are adhered to by event organizers
- manages and executes community partnership events
- manages and executes department events (i.e. banquets, community events, concerts, ribbon cuttings, etc.)
- conducts on-site visits of locations that special events will be conducted to identify maintenance issues, safety concerns and any special requests and manages the repair of identified issues and concerns
- assess and identify locations that are best suitable for specific special events
- create event footprint maps and other event logistic materials
- purchases advertising space as needed within the scope of the budget
- secures partnerships, sponsorships and donations as needed
- serves as department liaison on city and community partner committees as needed
- maintains department historical data
- manages creation and cataloging of photo and video image libraries
- receives and monitors citizen complaints and requests, distributes to appropriate staff member, follows up with citizens, and provides recommendations as appropriate
- prepares and distributes monthly updates, schedule of events and other reports as requested
- research and pursue grant funding opportunities, complete applications and prepare submittal as per requirements for the department director to sign-off on and forward to management for consideration
- managing and executing participation at job fairs and promotional events
- does related work as required
Required Knowledge, Skills and Abilities: This position requires a high level of detail and organization. Strong knowledge of recreational programming, marketing principals and event management; strong written, verbal and interpersonal communication skills; a strong proficiency in computer skills and environment to include desktop publishing equipment and software; general knowledge and skill in photography; ability to work effectively with staff, media, department heads, elected officials and the general public using tact and diplomacy; creative writing and design ability, self-motivated. Extended periods of sitting at a desk or workstation. Logistics and project management are key functions. Manual dexterity to work effectively on a computer keyboard. Moderate physical ability will be required for event set up. Flexibility to work nights and weekends as needed.
Acceptable Experience and Training: Graduation from an accredited college or university with a degree in recreation, event management or related field or an equivalent combination of education and experience which provides the required knowledge, skills and abilities. Pre-employment physical, drug screening and background check required.
