POSITION TITLE: Code Enforcement Supervisor

REPORTS TO: Division Commander
SHIFT: 8 hour shift
Requirements: High School Diploma or GED. Qualifications, skills, and requirements include but are not limited to: high school diploma or equivalent and the ability to communicate well with general public, supervisors, and co-workers., Must have a valid Texas driver's license with good driving record.
Preferred Requirements: Licensed Peace Officer.
JOB SUMMARY: The Code Enforcement Supervisor oversees the operations of the Code Enforcement Office under the supervision of the Freeport Police Department. Under administrative direction, the purpose of the position is to supervise inspection of working codes, ordinances and related regulatory requirements for the general public and business entities within the City of Freeport and oversees Code Enforcement by preparing cases for presentation and testifying if necessary. The position provides support and/or assistance to employees, the general public and property owners as necessary. The supervisor is to reviews complaints and assist subordinates in developing recommendations to resolve any complaints concerning code violations.
For Police Officers; Able to provide a police service when applicable through the enforcement of all State of Texas and the City of Freeport laws and ordinances.
SPECIAL SKILLS: Considerable knowledge of applicable laws, ordinances, departmental standard operating procedures and regulations. Duties & Responsibilities
- Conforms to the oral and written policies of the Freeport Police Department and the City of Freeport
- Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for performing duties in support of the City's local code enforcement program including enforcing compliance with the City regulations and ordinances including those pertaining to zoning, land use, nuisance housing, building codes, health and safety, blight and other matters of public concern.
- Establishes schedules and methods for providing code enforcement services; identifies resource needs, reviews the needs of appropriate staff.
- Participates in the development of goals and objectives, makes recommendations for changes and improvements, participates in the implementation of new policies and procedures, monitors work activities to ensure compliance with established policies and procedures.
- Researches, drafts, and rewrites municipal codes; oversees and participates in the development of forms and process utilized to address various issues.
- Participates in the selection of code enforcement staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
- Participates in the preparation and administration of code enforcement program budget; submits travel and class approval forms, after research of what is needed to further code enforcement education.
- Performs Code Enforcement Duties; include compliance with local City government regulations and ordinances including those pertaining to zoning, land use, nuisance housing, building codes, health and safety, blight, and other related matters of concern to the public.
- Receives and responds to citizen complaints and reports from other agencies and departments on alleged violations of City zoning and related municipal codes and ordinances; interviews complainant and witness; conducts investigations and provides recommendations for resolution.
- Conducts field investigations; inspects properties for violations; attempts to make contact at the residence or business in order to resolve violation; issues and post warning notices, notice of violations, corrective notices, orders to comply, and related documentation for code violations; schedules and performs all follow up functions to gain compliance including letters, inspections, calls, meetings, discussion, and negotiations to ensure compliance with appropriate cods and ordinances.
- Prepares evidence in support of legal actions taken by the City; appears in court as necessary; testifies at hearings and in court proceedings as required.
- Maintains accurate documentation and case files on all investigations, inspections, enforcement actions and other job related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draws diagrams and illustrations and takes photographs.
- Prepares a variety of written reports, memos, and correspondence related to enforcement activities.
- Patrols assigned area in the City vehicle to identify and evaluate problems areas and/or ordinance violations; determines proper method to resolve violations.
- Attends meetings and serves as a resource to other City departments, divisions, the general public, and outside agencies in the enforcement of zoning regulations; provides research and documentation for meetings; interprets and explains municipal codes and ordinances to members of the general public and other interested group fields.
- Operates computer to enter data and process relative complaints specifically Citizen Serve and Central Square for Code Enforcement related investigations.
- Attends and participates in professional group meetings; maintain awareness of new trends and developments in the field of code enforcement; make changes in the programs that the City uses to do reports and letters.
- Assumes responsibility for ensuring the duties are performed in a safe and efficient manner.
- Issue equipment to subordinates as needed
- Maintains communications with contractors for lawn mowing and debris removal; ensures invoices are filed properly and communicated to City staff
- Conducts background investigation on new employees; coordinates the hiring process of new employees; trains new employees for compliance with code enforcement-Texas Department of Licensing Regulations (TDLR).
- Effectively communicate with support staff and members of the police department.
- Cross train for other related divisions such as Short Term Rental, Health Inspections and Pool Inspections.
- For Police Officers; Perform police related functions as needed or directed by the Chief of Police.
- Works hours outside the normal; evenings, nights, weekends and holidays as needed, overtime may be required.
OTHER DUTIES: All employees are expected to perform tasks as assigned by their supervisor; furthermore, overtime may be required in times of necessity.
Physical/Mental Requirements
- Must be able to pass a physical examination. Must possess the ability to lift objects, bending, stooping, crawling, standing, and walking for extended periods of time.
- Ability to operate, maneuver and/or steer equipment and machinery requiring simple, but continuous adjustments, such as squad car, restraint devices, computer terminal, first aid equipment and camera.
- Ability to coordinate eyes, hands, feet and limbs in performing semi-skilled movements such as data entry.
- Ability to exert moderate physical effort in sedentary to light work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing and pulling.
- Ability to recognize and identify degrees of similarities or differences between characteristics of colors, forms sound and odors associated with job-related objects, materials and tasks
Mental: Emergency or non-traditional work hours will be necessary. Must maintain the ability to work under pressure with numerous distractions while maintaining good ethics and public service skills in adverse circumstances.

Employees will also be expected to be available for work, to report to work in a dependable and timely fashion, and to be physically and mentally fit to do their assigned work.
- Must pass a City drug analysis test, and successfully complete a Freeport Police Department background check.
