Receives training and assists in a trainee capacity in the inspection, education, and enforcement of the laws, ordinances, rules and regulations governing land use, buildings, and outdoor signs in the County of Maui; and performs other related duties as required.
Distinguishing Characteristics:
This is the entry/trainee level in the Zoning Inspector series which is designed to provide career introduction and development in the functions of the zoning and outdoor sign code enforcement program. Duties are assigned as part of a developmental process to acquaint the incumbent with the standard practices, methods, and processes of the program. The incumbent receives orientation with respect to agencies' policies and objectives, the County of Maui Zoning and Outdoor Sign codes, and other pertinent ordinances and procedures applicable to the work. The work is closely supervised through detailed instructions in work methods and procedures and through review during all phases of work.The following are examples of duties and are not necessarily descriptive of any one position in this class. Under close supervision and following specific instructions:
- Conducts on-site inspections of a variety of building structures for compliance with all State and County zoning laws, ordinances, rules and regulations.
- Conducts inspections of signage in accordance with laws, ordinances, rules and regulations relating to outdoor signs.
- Observes and reports on evident and conspicuous structural, electrical, plumbing, fire, and health defects.
- Reviews applications for building permits and accompanying maps, plans, specifications, etc., for compliance with zoning codes and outdoor sign ordinances.
- May issue citations for infractions of Outdoor Sign and Zoning codes.
- Investigates complaints and alleged violations of Outdoor Sign and/or Zoning codes.
- Assists in progressively difficult appeals arising from any contested notice of violation issued and may handle less complex appeals independently.
- Explains and interprets Outdoor Sign and Zoning codes, ordinances, laws, regulations, etc.
- Gathers information through on-site inspections, personal interviews, searches files and records.
- Prepares reports on investigations and makes sound recommendations for correction and prevention of code infractions.
- May discuss before groups the philosophy and practices of the code enforcement program.
- Maintains appropriate records and files.
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and two (2) years of experience in meeting and dealing with people, one of which shall have involved the examination, enforcement, interpretation and/or application of laws, ordinances, rules and regulations, and/or policies and procedures.
License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).
Knowledge of: County and State laws, ordinances, rules and regulations governing land use, signage, and buildings in the County of Maui; inspectional and investigative methods and techniques; legal procedures involved in enforcing outdoor sign and zoning laws, ordinances, etc.; and report writing.
Ability to: inspect buildings, structures, and sites and render decisions in conformity with building, zoning and outdoor sign laws and ordinances; educate and motivate the public to comply with the Maui County Outdoor Sign and Zoning codes and ordinances; develop a thorough knowledge of the interpretation and enforcement of outdoor sign and zoning codes and ordinances; prepare clear and concise reports; deal tactfully and effectively with the public.
