Provides supervision, leadership, and administration for the permitting, inspection, compliance monitoring, and enforcement of industrial and domestic wastewater activities, water pollution control, and storage tanks. Includes water quality complaint response, facility inspections, Rain Barrel Program management, and enforcement of water pollution, fertilizer, and storage tank regulations.

1. Directs and assigns work to achieve the goals of the unit. Implements and monitors the policy and procedures appropriate to the day-to-day operation of various programs. Manages the hiring and annual performance of staff. Helps prepares annual budget and exercises budgetary control throughout the year; monitors revenue figures. Completes all mandatory training.

2. Acts as Program Administrator of the Domestic Wastewater Specific Operating Agreement with the FDEP. Supervises the permitting, inspection, compliance monitoring, and enforcement of wastewater treatment facilities and collection/transmission systems. Oversees the technical review and issuance of domestic wastewater permits and associated agency actions. Monitors and tracks timely permit actions and reviews reports. Reviews and monitors inspection, compliance, and record-keeping activities. Oversees enforcement activities, including case development, document preparation, and resolution proposals. Conducts and participates in enforcement meetings and hearings.

3. Directs the investigation, enforcement, and resolution of concerns and violations related to water pollution, fertilizer management, and storage tanks. Provides technical assistance to staff. Monitors case development to ensure timely and appropriate response and resolution to pollution incidents and investigations. Oversees enforcement activities, including document preparation and resolution proposals. Conducts and participates in enforcement meetings and hearings. Coordinates with other local, state, and/or federal agencies. Monitors after-hours answering service.

4. Directs the inspection, permitting assistance, compliance, and enforcement activities related to industrial facilities and the County’s MS4 stormwater permit. Supervises the collection of field data and provides technical assistance to staff. Monitors case development to ensure timely and appropriate response and resolution to pollution incidents and investigations. Oversees enforcement activities, including document preparation and resolution proposals. Conducts and participates in enforcement meetings and hearings. Oversees the preparation of narrative and pertinent data for unit’s assigned sections of the MS4 Annual Reports for both the County and the City of Sarasota.

5. Works with Stormwater staff to promote techniques to improve infiltration to reduce nutrient loading. Works with consultants, regulated community, and interested parties.

6. Promotes County’s Rain Barrel Program to offer affordable rain barrels to the general public. Coordinates with UF/IFAS Extension Service for training and distribution at locations throughout the County. Procures and maintains inventory of rain barrels and other parts.

About You

Minimum Qualifications: Bachelor’s degree from an accredited college or university preferred; 2-year Associate degree may be accepted in conjunction with two (2) years of professional experience including supervisor experience; Minimum of high school diploma and four (4) years related experience including supervisor experience.

Salary Range: $62,000.00 - $68,000.00
