PURPOSE

Under general supervision, plans, directs, and coordinates the work of staff responsible for providing the customer service and operations functions of the Police Department’s Animal Control and Shelter operations; performs administrative duties related to the Shelter and those operations, and performs related duties as assigned.

ESSENTIAL FUNCTIONS

Additionally, it is not intended to limit management's rights to assign, direct, and control the work of employees beyond the essential functions under their supervision.


Plans, prioritizes, assigns, supervises, and reviews the work of the Animal Control staff and the operations of the Animal Shelter.

 

Participates in the selection of Animal Control staff; provides and coordinates staff training; completes performance evaluations for staff works with employees to correct deficiencies; and implements discipline procedures.


Collects, reviews, checks, and processes data for payroll and employee attendance records; checks for accuracy and completeness and conducts audits as needed.


Recommends and assists in the implementation of Animal Control goals and objectives; assists in the development and implementation of plans, priorities, performance standards, and procedures; recommends policies and ensures consistency and compliance of operations; coordinates and participates in strategic planning monitoring, and evaluation.


Assists in budget preparation; oversees and records specific budgetary expenses; and provides analysis of budgetary information.


Receives, reviews, and processes a variety of accounting documents, including invoices, claims, billing, and other materials; reconciles personnel purchasing card statements.


Orders and maintains an adequate supply of microchips and ensures each microchip is correctly registered to each pet owner.  Orders and maintains an adequate supply of pet license tags and rabies tags for the animal shelter. Inventory and audits licenses and tags annually.


Makes decisions regarding animal adoptions, redemptions, and euthanasia under the supervision of the Administrative Lieutenant, and independently in the Lieutenant’s absence.


Creates, develops, maintains, and updates specialized and custom forms, databases, logs, files, records, and reports to support work process in area of responsibility; designs, develops, and maintains spreadsheets requiring data interpretation and manipulation.


Projects, orders, stocks and issues supplies and equipment for the Animal Control Shelter.

MINIMUM QUALIFICATIONS

Graduation from high school or G.E.D equivalent, and 


Five (5) years of full-time professional experience enforcing animal control ordinances and regulations.


One (1) year of full-time professional supervisory experience working in an animal shelter or other type of animal care facility.


Note: An equivalent combination of related training and experience may be considered.


Possess and maintain Nevada or “border state” driver license under conditions defined by Nevada Revised Statute 483.035.


Ability to obtain a Nevada Euthanasia Technician License within one (1) year of the date of employment.  Must maintain valid licenses and/or certificates throughout incumbency. 


 Must pass a nationwide fingerprint-based record check, and a wants/warrants check.

Thorough knowledge of the rules, regulations, policies, and operating procedures of the Animal Control Facility; modern office methods, practices, and procedures; budgeting and purchasing procedures; and supervisory practices and procedures; the principles and practices of supervision including managing employees through multiple levels of supervision, effective leadership styles and methods, training, performance evaluation, and discipline.


Ability to coordinate, direct and evaluate the work of subordinates; prepare reports, training materials and manuals; enter and retrieve data to computer systems accurately; schedule, plan, train, and organize; read, understand, explain and interpret policies, procedures, rules, and regulations; understand and follow written and verbal instructions; work independently and organize and prioritize work; analyze issues and make critical decisions under time constraints; communicate effectively verbally and in writing with the public and as a representative for meetings; maintain positive relationships with City departments and outside agencies; establish and maintain effective working relationships with those contacted in the course of work; effectively interact with the public in situations requiring diplomacy and tact; deal constructively with conflict and develop effective resolutions; utilize office computer and related software for written communications.

PHYSICAL AND MENTAL REQUIREMENTS/WORK ENVIRONMENT

General Physical Requirements Medium work: Mobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle to respond to field calls for service; strength and stamina to assist in lifting and maneuvering animals weigh up to 150lbs with proper equipment. Must be able to lift a minimum of 20 pounds unassisted.

Physical ActivitiesThe worker is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work), reaching, walking, grasping, talking, hearing, smelling, repetitive motions.


Visual Acuity The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices; and/or assembly of fabrication of parts at distances close to the eyes. The worker is required to have visual acuity to operate motor vehicles. The worker is required to have visual acuity to determine the accuracy, neatness, thoroughness of work assigned (i.e. custodial, food services, general labor, etc.) or to make general observations of facilities or structure.


Working Conditions The worker is subject to working outdoors in extreme weather conditions: Activities occur inside and outside. The worker is subject to noise; There is sufficient noise to cause worker to shout in order to be heard above the ambient noise level. The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, exposure to high heat or exposure to chemicals, walking and working on slippery and uneven surfaces. The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system: Fumes, odors, dusts mists, gases or poor ventilation. The worker may be required to wear a respirator and will be required to remove facial hair. The worker is exposed to infectious diseases or other possible infectious materials: exposed to blood, exposed to fecal matter, exposed to OPIM. The worker is required to function around unruly or physically disrupting individuals.

Long Term Disability (LTD) Insurance – Up to 60% of monthly covered earnings, maximum monthly benefit $5,000 per month. The City pays 100% of the premium.

Retirement – 33.50% of your salary provided through the Nevada Public Employees’ Retirement System (PERS).  The City of Boulder City provides an Employer Pay Contribution Plan (EPC).  Under this pre-tax plan, the employer pays the PERS contribution on your behalf. Future PERS increases are split between the City and the employee through a salary reduction in lieu of a pay raise.

Holidays – Twelve and a half (12.5) holidays, and one (1)  floating holiday per calendar year.

Deferred Compensation Plan – The City offers a 457 Plan, a government deferred compensation plan similar to a 401(k) plan.

Annual Leave –  Hours accrued each year:
Date of Hire to one year of eligible employment: 80 Hours
One year of eligible employmentt to ten consecutive years of eligible employment: 120 hours
Ten consecutive years of eligible employment to fifteen years of eligible employment: 160 hours
More than fifteen consecutive years of eligible employment: 200 hours

Sick Leave – Accrual is at the current rate of 10 (ten) hours per month.

Social Security – Not deducted from your income, as you will belong to the regular Public Employees Retirement System (PERS) with the State of Nevada. Your portion of the Medicare tax will be deducted from your pay, along with federal withholding.
