Works with Emergency Management Director in planning, organizing and coordinating the activities of Emergency Management. Interacts with various groups and agencies in emergency management mitigation, preparedness, response and recovery programs. Plans, conducts and presents public education programs and disaster training courses. Assists in the development of grant requests and completes grant billings. Assists with Emergency Operations during times of activation and may serve as duty officer on a rotating basis.
Starting pay within range is dependent upon qualifications.
- Assists in the development and management of emergency plans for natural and man-made disasters to comply with local, state and federal legal requirements. Assists in updating and maintaining emergency plans, operating procedures and checklists for the County, local municipalities and other stakeholders as directed.
- Organizes, coordinates and facilitates the efforts of diverse individuals, groups and agencies in various emergency management mitigation, preparedness, response, and recovery programs. Assists in the reporting requirements as laid out in federal and State Emergency Management/FEMA programs and required plans. Assist in meeting ADA guidelines and requirements for public documents and notifications.
- Assists in developing the budget.
- Assists in the application process of available grants to support emergency management programs. Receives and responds to grant requests and submittals as directed. Coordinates and prepares data for grants.
- Develops, delivers and evaluates effectiveness of emergency/disaster response training and/or public education activities. Identifies opportunities for improving public education and involvement, service delivery methods and procedures.
- Participates in operations during emergency situations in the activated Emergency Operations Center (EOC) and/or in the field as needed. May be required to work on rotating shift to cover 24 hours a day for extended periods.
- Provides administrative support as required for the Emergency Management Director; assists contractors/consultants, staff, interns and volunteers.
- Recruit and coordinate volunteers, presenters and resource staff to support various programs; develop annual volunteer training plan.
- Assists with records management.
- Answers inquiries and provides preparedness and event information or advice to assist the public, employees of state, local and federal agencies.
- Performs other duties as assigned.
- Ability to use computer applications such as Word, Excel, Access, PowerPoint and Outlook as well as specialized emergency management software,
- Knowledge of emergency management, planning and disaster preparedness principles and practices and the Incident Command System.
- Ability to use relevant equipment, policies, procedures, and strategies to promote effective local, state, or national emergency management operations for the protection of people, property, and institutions.
- Knowledge of grant and contract management practices; budgeting practices; and recordes management.
- Prepare, compile and/or edit comprehensive reports, records, correspondence, narratives and statistical reports.
- Communicate effectively, both verbally and in writing.
- Work effectively in a multi-task, high-stress environment and project a calming influence in crisis situations.
- Ability to maintain confidentiality when appropriate and perform duties with a professional and cooperative work ethic.
- Ability to establish and maintain effective working relationships and communications with other employees, local municipalities, and the public.
- Valid Washington State driver's license.
- Bachelor's degree in Emergency Management or related field is preferred and two years' experience in Emergency Management OR a total of five years full time experience in Emergency Management. An equivalent combination of education and experience may be substituted which demonstrates the skills, knowledge and abilities to perform the essential functions of the position.
- Completion of FEMA or Emergency Management courses within 6 months of hiring.
- Previous grant writing and tracking experience.
- Previous experience in community outreach or public speaking and presentations.
- Wildfire prevention planning experience a plus.
