Summary Objective
The purpose of this position is to be the subject matter expert for employee relations, succession planning, wellness and job evaluation, position classification, wage and salary administration, and centralized personnel records. Responsibilities include analysis and classification of a wide variety of positions; development of new or revised classifications; pay adjustments; preparation of classification specifications, and the supervision of the City's central personnel records function. Work includes assigning, planning, and reviewing work done by professional, para-professional, and clerical subordinates, as well as personal participation in the more complex assignments and research.
The employee in this class advises departmental officials on the appropriate classifications in a projected major reorganization, classification criteria, and appropriate pay determinations and salary administration information. Duties require the exercise of considerable initiative and independent judgment in implementing, interpreting, and applying civil service rules, regulations, policies, procedures, and labor contracts and in the application of personnel theories, principles, and methods. Employees in this class may participate in all phases of the personnel program. This class works under administrative supervision, developing and implementing programs within organizational policies and reporting major activities to executive-level administrators through conferences and reports.
Required Education And Experience
Requires a Bachelor's Degree in Human Resource Management, Public Administration, Business Administration, or a related field.
Requires ten years of progressively responsible experience in Human Resources, Benefits Administration, Employment Law, or closely related field; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
Must possess and maintain a valid Florida driver's license.
