The County of Yolo Health Human Services Agency (HHSA) Adult and Aging Branch is seeking candidates to fill one (1) regular, full-time Health and Human Services Clinical Manager position to develop, implement, and manage a comprehensive behavioral health crisis response program. The Health and Human Services Clinical Manager for crisis services responds to emergency situations; manages, plans, organizes, directs and evaluates assigned services within various behavioral health programs; develops policies and procedures to ensure the effective delivery of mental health, substance use, and social services; ensures conformance with applicable legislative, regulatory, and policy mandates; implements necessary changes in program policies and procedures; identifies opportunities for improving service delivery methods and procedures; identifies resource needs and implements improvements; estimates future needs of assigned programs in terms of personnel, equipment, supplies and space; makes appropriate recommendations for funding and budgets; monitors fiscal appropriations and expenditures; develops relationships with and serves as a liaison to other departments, governmental agencies, community groups or other organizations; attends various local, regional, and state committees and task forces to exchange information and ensure cooperation in achieving the goals of the department and/or County; directly or through supervisory staff selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures; directs research and studies relative to planning, monitoring and evaluating programs; determines immediate and long-term impacts and costs to programs; prepares analytical and statistical reports regarding the operations and activities of services; and performs related duties as assigned.
Program Details
The County of Yolo seeks to continue development of a comprehensive behavioral health crisis response program that utilizes the Crisis Now model as a framework for service delivery. The Health and Human Services Clinical Manager will manage existing crisis response programs (High Tech Call Center, 24/7 Mobile Crisis Response, Law Enforcement Co-Responder program, and clinic based crisis services), coordinate with the development of emerging programs (School-Based Crisis Response), develop and implement Crisis Now continuum, and will identify and implement additional behavioral health crisis response programs identified by the Agency.
The Health and Human Services Clinical Manager will be a key member representing Yolo County Health and Human Services Agency (HHSA) in the delivery of behavioral health crisis response across multiple program areas. The Health and Human Services Clinical Manager will work with both internal staff and external partners in developing a comprehensive system of care for crisis intervention that utilizes the Crisis Now model as a framework and will possess:
- Extensive experience working at a supervisory/management level in County-based behavioral health services programs;
- Extensive knowledge of the delivery of specialty mental health services and Medi-Cal billing requirements;
- An understanding of Cal-AIM reform and how it impacts behavioral health service delivery;
- A thorough understanding of the Crisis Now model;
- Strong resource, administrative, and management skills;
- Deep understanding of diversity, equity and inclusion, and an ability to incorporate this knowledge into program management;
- A dynamic personality with excellent oral and written communication skills;
- The ability to effectively cultivate collaboration and teaming within and outside of the agency.

The Health and Human Services Manager may have an opportunity to develop a hybrid work schedule in accordance with the policies of the County of Yolo and program needs. This position reports to a traditional office-based location the majority of the time.
DEFINITIONUnder general direction, manages, plans, organizes, and directs the activities and operations of various mental health programs; ensures compliance with Federal, State, and County laws, rules, regulations and mandates related to assigned areas of responsibility; initiates, modifies, and/or administers program policies and procedures; and coordinates activities and services with other divisions, departments, outside agencies, and the community to effect systemic change, cost containment, revenue generation, quality of care, and other strategic goals.
DISTINGUISHING CHARACTERISTICSThis management class is responsible for the administration and oversight of complex mental health programs. This includes adult protective services, mental health, substance abuse, forensic and social services, quality assurance, quality improvement, information systems management, compliance related to the Behavioral Health Managed Care Program, and programs to end homelessness. The incumbent in this class provides highly responsible and complex programmatic support to executive leadership, and provides direct and indirect supervision to lower level supervisory, technical, operational, and/or clerical staff.
The incumbents in this class report to a Branch Director, Health and Human Services or other higher-level management personnel. This class is distinguished from the higher class of Branch Director, Health and Human Services in that the latter is the second level management class responsible for the oversight of all programs and divisions within the Branch. This class is further distinguished from the related class of Health and Human Services Manager I/II by the former's responsibility for administration, operations, and/or programmatic functions and making independent decisions which have a significant impact on the Agency, its operations, and its mental health clients.Duties may include, but are not limited to, the following:
- Manages, plans, organizes, directs and evaluates assigned services within various mental health programs.
- Develops policies and procedures to ensure the effective delivery of mental health, quality management, substance use and social services, and conformance with applicable legislative, regulatory, and policy mandates; implements necessary changes in program policies and procedures.
- Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; obtains approval for improvements as needed/required; implements improvements.
- Estimates future needs of assigned programs in terms of personnel, equipment, supplies and space; makes appropriate recommendations for funding and budgets; monitors fiscal appropriations and expenditures.
- Develops relationships with and serves as a liaison to other departments, governmental agencies, community groups or other organizations; attends various local, regional, and state committees and task forces to exchange information and ensure cooperation in achieving the goals of the department and/or County.
- Coordinates responses to emergency situations and represents the department before the news media, and public and/or private sector officials on a variety of program issues.
- Directly or through supervisory staff selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
- Directs research and studies relative to planning, monitoring and evaluating programs; determines immediate and long-term impacts and costs to programs.
- Prepares analytical and statistical reports regarding the operations and activities of services.
- Performs related duties as assigned.
ADDITIONAL DUTIES SPECIFIC TO QUALITY MANAGEMENT:- Manages, plans, organizes, directs and evaluates State and Federal audits of behavioral health services and programs under contract with the State of California, and/or the County of Yolo.
- Directs research and studies relative to planning, monitoring and evaluating programs for the Behavioral Health Managed Care Plan.
Education: Possession of a Master's degree or higher from an accredited college or university in Social Work, Marriage & Family Counseling, Psychology, or closely related field.
Experience: Three (3) years of professional paid work experience in psychiatric social work, healthcare quality management, or rehabilitative counseling experience in a clinical/treatment setting, including at least one (1) year of experience in a supervisory or management position.
License: Possession of licensure as a Licensed Clinical Social Worker, Licensed Marriage Family Therapist or Licensed Clinical Psychologist is required. For positions in Quality Management: Additional certification as a Certified Professional in Healthcare Quality (CPHQ) preferred.
