Summary ObjectiveThe purpose of this position is to manages the financial and business functions for assigned department. This class works independently, under limited supervision, reporting major activities through periodic meetings.
ESSENTIAL FUNCTIONSThe essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.- Administers and audits the budget and payroll process and manages financial activities. Researches and implements best practices.
- Compiles and analyzes financial data, prepares and submits the annual department operating budget and budget adjustments.
- Reviews, monitors and approves purchase payments, budget requests, budget cut options, vendor contracts and budget functions.
- Monitors and controls expenditures in accordance with budget allocations, and adjusts accounts to pay for unfunded contingencies or to reduce the funding or recoveries from other sources.
- Provides technical assistance and instruction to department personnel concerning grant proposals, accounting, budget, purchasing, payroll and personnel procedures, policies and operations.
- Interprets federal, state and local regulations and laws governing grant programs and ensures proposals are in accordance with grant funding source policies and criteria.
- Manages or assists with department procurement processes from inventory, orders, RFQ/RFP/IFB solicitations.
- Provides advanced and specialized administrative support in an assigned area, such as: monitoring project timelines; identifying and resolving issues; coordinating cross departments services; preparing meeting minutes; maintaining confidential records
- Collaborates with various departments such as Finance, Facilities Management, Procurement, Human Resources and Risk Management.
Performs related work as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:- Requires an Associate’s degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education.
- Over two years and up to and including four years of related experience or an equivalent combination of education, training, and experience.
