About the Position
Under direction from the Public Works Director, the Wastewater Treatment Plant (WWTP) Supervisor plans, directs, and supervises the operations and maintenance of the City’s WWTP, and all City lift stations. This individual will plan, coordinate, assign, and supervise the work of the Wastewater Division; provide technical staff assistance, and training and perform related work as required; and, in coordination with others, plan and recommend long-range capital improvements for the facility.
Essential Job Functions
- Among the various responsibilities, the WWTP Supervisor will:
- Sample, test, and review laboratory data on multiple metrics of wastewater treatment operations to ensure the WWTP maintains compliance with the operational guidelines and discharge limits established in the City’s NPDES discharge permit.
- Plan, schedule, direct, and supervise advanced and specialized activities for installing, treating, inspecting, monitoring, maintaining, and repairing City wastewater facilities.
- Train, assign, supervise, and evaluate the work of assigned wastewater personnel. Complete annual employee performance evaluations.
- Develop preventative maintenance programs for the WWTP and lift stations.
- Assist in the development of specifications for equipment for the Wastewater Division and the administration of construction, maintenance, and operation contracts.
- Recommend long-range capital improvements for the Wastewater Division.
- Prepare and distribute the monthly Department of Ecology reports and related reports on wastewater operations.
- Recommend specifications for equipment acquisition.
- Oversee and ensure the completion of regular Fat, Oil, and Grease (FOG) inspections throughout the City’s wastewater collection system.
- Assist in the development and administration of an Industrial Wastewater Pretreatment Program.
- Develop estimates for the division's repair, maintenance, and construction activities and coordinate projects with other city departments and public works divisions.
- Assist in developing the annual division budget and monitor budgetary expenditures.
- Maintain a log of daily operations, record meter and gauge readings, and document laboratory test results, weather conditions, equipment malfunctions, and related information. Prepare reports.
- Perform routine WWTP and lift station maintenance duties such as lubricating pump bearings, using hand-operated grease guns; hosing, cleaning, scraping, and painting machinery, equipment, and facilities. Repair or replace valves, switches, motors, and related equipment as required.
- Perform work following sound safety practices.

Qualifications Requirements
- High School diploma or GED equivalent.
- Three (3) years of progressively responsible experience in the operation, maintenance, and repair of a WWTP.
- Any combination of education and experience that would provide the applicant with the desired skills, knowledge, and ability required to perform the duties associated with the position.
Requires knowledge of:
- Methods, practices, procedures, and equipment used in the treatment, operation, maintenance, and repair of municipal wastewater collection and treatment systems.
- Modern management and supervisory techniques, including interpersonal skills using tact, patience, and courtesy.
- WWTP operations and maintenance requirements, including State and Federal laws and regulations.
- General knowledge of computers, wastewater operations software, SCADA systems, and data interpretation.
- Safety regulations and practices relating to WWTPs and related facilities, including applicable federal, state, and local regulations.
- Sampling, testing, recording, and interpreting water quality parameters.
- Operation, use, and care of hand and power tools, and specialized equipment used in wastewater treatment, operations, maintenance, general construction, facility, and maintenance work.
- Operation of light and heavy vehicles and equipment.
- Electricity, electronics, and water hydraulics principles.
- WWTP and lift station configuration and equipment operations.
- Requires the ability to:
- Plan, organize, and supervise subordinate employees in the maintenance, construction, and operations of wastewater treatment and collection systems.
- Inspect, monitor, maintain, and repair City wastewater facilities and telemetry systems.
- Interpret engineering and technical specifications.
- Maintain various records and reports concerning the WWTP facilities and operational requirements to comply with federal, state, and local requirements.
- Establish and maintain effective working relationships with fellow employees and the public and deal with the public and general contractors and suppliers courteously and tactfully. Lead and direct the work activities of employees with less experience. Provide constructive feedback to employees.
- Communicate, read, write, and understand English at a level necessary for efficient job performance.
- Operate, use, and care of hand and power tools, and specialized equipment used in wastewater treatment, operations, maintenance, general construction, facility, and maintenance work. Operate a commercial vehicle.
- Required to perform manual labor under uncomfortable conditions, including exposure to health hazards and noxious elements related to Wastewater Operations.
- Troubleshoot and correct system and equipment malfunctions.
- Interpret and understand applicable City codes and standards.
- Interpret and analyze the layout, treatment, operation, and activities of City wastewater systems and facilities.
- Interpret and apply policies and objectives of assigned City systems and activities.
- Interpret and apply City purchasing policies and procedures.
Licenses and/or Certifications
- Must have a valid Washington State driver’s license on the date of hire. If offered the position you must provide an Abstract Driving Record from the WA State DOL.
- Current certification as a Washington State Wastewater Treatment Plant Group II Operator at the time of hire
- Possession of a valid Washington State Class B Unrestricted Commercial Driver’s license and a driving record free of significant moving violations.
- Certification as a Washington State Wastewater Treatment Plant Group III Operator must be obtained within six (6) months of employment start date. A Group III Operator certification shall be maintained throughout employment.
- Possession of a Tank Vehicle Endorsement on the Washington State Commercial Driver’s license within six (6) months of employment start date.
