MANAGER - FACILITIES SERVICES:
This is a managerial position that is responsible for supervising and evaluating the activities of the Facilities Management Division and its staff; monitoring division budgets and coordinating the efforts of division personnel. The ideal candidate will possess independent judgment and initiative as required to carry out goals and objectives of the Facilities Management Division within the Building & Facilities Services Department. This is a highly responsible position as it supports all Departments within the County by providing Facility Maintenance to each area. Work involves planning, developing, organizing and coordinating facility operations county-wide and directing the maintenance, repair and construction of County buildings and facilities. Under limited supervision, performs administrative, supervisory and technical work for the Facilities Management Division. Reports to the Building & Facilities Services Director.
- Oversees County maintenance contracts, warranties and agreements.
- Responsible for determining priorities and assigning personnel to various job sites; determining the nature and extent of maintenance and repair work to be performed and procuring needed maintenance supplies and materials; preparing monitoring records of expenditures throughout the year to ensure that monies are handled properly; and receiving and evaluating bids and price quotations for maintenance projects.
- Establishes and manages the development and implementation of the Facilities Division goals and objectives and create best practices.
- Supervises all aspects of facility maintenance, repairs, and construction.
- Establishes operating policies, procedures, practices, and controls required to effectively lead, direct, and evaluate all major operational aspects of the division responsibilities including, but not necessarily limited to planning, organizing the division structure and staffing.
- Leads and directs the activities and programs through recommending and administering approved policies, procedures and priorities for the Facilities Management Division.
- Prepares, oversees, and participates in the development and administration of the Facilities Division budget; directs the forecast of funds needed for staffing, equipment, materials and supplies; submits annual operating and capital budget; administers the approved budget and implement mid-year adjustments as needed. Allocates resources accordingly.
- Develops and implements financial monitoring and reporting methods.
- Develops and maintains internal project and program accounting procedures.
- Continually monitors and evaluates the efficiency and effectiveness of the Facility Division services, delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes.
- Participates in professional groups and committees; stays abreast of new trends and innovations, maintains technical or professional knowledge by such means as attending seminars, reviewing professional publications, and taking classes in the field of maintenance and administration.
- Directs, supervises, selects, trains, motivates, and evaluates Facilities staff; provides or coordinates staff training; works with employees to correct deficiencies.
- Acts as Project Manager for all major repairs and changes to County facilities. Reads and interprets Blueprints and mechanical drawings.
- Prepares RFP information, including defining the technical scope of work needed. Reviews bid proposals from contractors and vendors and makes recommendations on award of contracts.
- Manages Facility Maintenance contracts county-wide, including specialized equipment such as, but not limited to, elevators, overhead doors, fire sprinklers, alarms, emergency generators, etc. as well as HVAC Maintenance and Building and Grounds Landscaping contracts. Managing contracts includes insuring that services are performed when required and are performed properly, as well as reviewing invoices for accuracy.
- Develops preventative maintenance plans.
- Develops and implements long-term maintenance replacement plans.
- Conducts various analyses and inspections of County buildings to determine the most cost-effective means of maintenance, repair, or replacement. Analyses and inspections shall include, but are not limited to, heating, air handling, lighting, plumbing, electrical, and other building systems.
- Coordinates electrical, plumbing, HVAC, and building maintenance and repairs for County buildings assuring the proper permits are obtained and all codes, ordinances, regulations, and laws are met.
- Plans, schedules, and implements construction, maintenance and operation activities designed to provide quality facilities within county buildings; oversees construction and maintenance work to determine acceptability and conformance to standards.
Education/Experience:
Bachelor's degree in construction management, facilities management, or a related field, and five (5) years of progressively responsible experience required. An associate degree in construction management, facilities management, or a related field with nine (7) years of experience will also be accepted or an equivalent combination of experience and education.
Three (3) years of supervisory experience required. Facility Management or Trades certifications desired.
Licenses, Certifications, or Registrations:
- Florida driver's license.
- Certification in Property Maintenance preferred.
- Certification in energy code, sustainability, or green building preferred.
- Must possess or be able to obtain a certification in FEMA National Incident Management System (NIMS) course 100B, 200B, 700A and 800B within six months hire.
Knowledge, Abilities, and Skills:
Knowledge of construction methods, practices, materials and equipment as applied to approval of plans and specifications and the inspection of
buildings and structures.
Familiarity with Florida Building Code (FBC) requirements and with federal, state and local laws codes and regulations.
Principles and practices of commercial building construction including mechanical, electrical, and plumbing systems; and structures, as applicable.
Acceptable building and/or fire safety standards and methods.
Ability to plan, organize and implement division work schedules.
Ability to estimate costs, labor, and materials.
Ability to exercise sound judgement and make decisions.
Ability to establish and maintain cooperative relationships with contractors, developers, the general public, and public officials.
Interpret, explain, and administer departmental and County policies and procedures.
Ability to research documents and draw conclusions.
Experience with municipal budget review, preparation, and analysis.
Ability to handle correspondence and other administrative details.
Considerable tact and courtesy required in frequent contact with contractors, County staff, constitutionals, elected officials, and general public.
Ability to express oneself clearly, tactfully and concisely, orally, and in writing.
Ability to speak effectively in public.
Must be proficient with full working knowledge of Microsoft Office Suite and the use of Building Management Software, as well as possess the ability to learn new software quickly.ENVIRONMENTAL CONDITIONS:
Work is performed primarily inside an office environment, with occasional site visits.
