Under general supervision performs work of considerable difficulty interviewing and advising individuals and groups with respect to assisted housing programs; conducting inspections of assisted units for livability, and performs other related work as required.

Coordinates the implementation of rules and regulations of all housing programs: interviews clients; completes formal applications and verifies information given; explains the assisted housing programs; maintains statistics, charges, schedules and other records of program activities; corresponds in writing with Tenants, Landlords and H.U.D. officials.
Certifies persons eligible for the assisted housing programs: maintains waiting lists and notifies clients of available units; performs mathematical computations to determine eligibility for programs, and the family contribution in each case.
Communicates with landlords and tenants: makes home visits and conducts housekeeping and unit livability inspections; provides counseling as necessary; maintains records of tenant problems and investigates complaints from landlords and tenants; reports of fraud or program abuse.
Makes new unit inspections and move-out inspections. For Section 8 assisted unit inspections: inspects single and multiple family dwellings; identifies infractions; rates conditions observed; summarizes findings and enters into computerized system; Evaluates reasonableness of rents for Section 8-assisted units using comparable unit data and fair-market rent levels.
Must possess a high school diploma or GED equivalent and five years applicable experience in social work, community programs, intergroup relations, in an organized activity involving group participation by disadvantaged persons, rental unit inspections or an Associate’s degree and 3 years of applicable experience, or a Bachelor’s degree in an applicable field.Must obtain a Housing Quality Standards (HQS) inspector certification within 6 months of hire date and maintain throughout duration of employment.Must possess a valid driver’s license and maintain throughout duration of employment. Must pass a background check as prescribed by the City of Davenport. Must reside in Iowa or Illinois within two (2) years of hire and maintain residency throughout the duration of employment.
