Under limited supervision, the GIS Service Manager serves as both the technical lead as well as the supervisor for the GIS team in the City of Amarillo’s Information Technology Department. This is an on-site, working manager position that combines hands-on technical contributions with oversight and direction of team activities. This role requires strong leadership, integrity, and experience, along with sound judgment and effective communication skills, to coordinate with stakeholders, manage team workloads, and provide exceptional customer service to City departments.
ESSENTIAL RESPONSIBILITIES
- Manage day-to-day operations of the GIS team, ensuring high standards in the creation and maintenance of geographical data.
- Mentor, train, and lead by example to foster a culture of efficiency, innovation, and adherence to best practices.
- Assign roles, schedule workloads, and evaluate team performance to ensure optimal output and project completion, providing coaching and guidance as necessary.
- Serve as an active, hands-on technical contributor, performing GIS tasks and supporting complex data requests alongside team members.
- Manage ArcGIS Online and City portals, ensuring data accuracy and accessibility for internal and public use, while safeguarding sensitive data from unauthorized access.
- Oversee version control of spatial datasets and reconcile updates from various versions to the default database.
- Collaborate with departments to define, plan, deliver, and maintain GIS solutions.
- Ensure public safety systems are supported with current GIS data.
- Develop and enhance automated processes using appropriate tools.
- Ensure the timely implementation of GIS related projects.
- Provide and maintain documentation and ensure team compliance with documentation requirements.
- Manage vendor relationships, issue purchase requisitions, and make recommendations that impact the GIS budget.
- Stay current with industry trends and technology advancements.
- Perform other job-related duties as assigned.
REQUIRED QUALIFICATIONS
Requires a bachelor’s degree in GIS or related field and a minimum of four years of GIS experience. Extensive work experience may be substituted for a degree. Working knowledge and a solid understanding of GIS concepts and practices is required, as well as experience with ESRI and other industry standard applications used to create and maintain GIS maps and data. Valid Texas Driver’s License required.
Due to the level of access to potentially sensitive information, successful completion of a criminal background check is required. Background check must confirm eligibility for Criminal Justice Information Services (CJIS) system access and CJIS eligibility must be maintained for the duration of employment.
KNOWLEDGE, SKILLS, AND ABILITIES
- Strong understanding of GIS principles, spatial data management, and geospatial analysis.
- Proficiency with ESRI products, such as ArcGIS Online and ArcGIS Pro, and experience managing GIS databases and spatial datasets.
- Familiarity with scripting languages (e.g., Python) and automation tools to develop and enhance GIS workflows.
- Ability to lead, coach, and develop a technical team, fostering a collaborative, positive, and productive work environment.
