Under the direct supervision of the County Manager, the director will lead and oversee the County’s strategic planning, innovation, data analytics, and communication initiatives. This role will drive the County’s transformation, enhance operational efficiency, and improve public engagement by fostering a culture of innovation, leveraging data driven insights, and implementing effective communication strategies.
- Works directly with County Manager, leadership, and elected officials to develop and refine strategies and ensure alignment with long-term goals.
- Lead annual strategic planning process, providing data-driven insights and progress monitoring reports to inform decision-making.
- Foster a culture of continuous improvement, ensuring teams are aligned and motivated to achieve strategic objectives.
- Serve as a liaison between executive leadership and operational teams, ensuring that strategic goals are clearly communicated and understood.
- Evaluates processes, programs, and procedures.
- Proposes and supports process and other operational innovations and improvements.
- Identifies operational strengths, weaknesses, opportunities, and threats and proposes plans to harness or address them.
- Collaborates with management on the development of reports and presentations to clearly and concisely communicate County goals, plans and progress.
- Leads Countywide data analytics initiatives to gather, review, analyze, and communicate data for all County Departments and Divisions.
- Presents data to leadership to aid in understanding and decision-making.
- Leads Countywide Communications in communicating to internal and external audiences.
- Establishes and maintains plan management software to manage Countywide goals, objectives, initiatives, and key performance indicators.
- Develops and reviews policies and procedures for the implementation and control of operations, maintenance, or modification of work activities within a given Department or Division.
- Works with Department and Division Directors and County staff to develop and maintain written policies and procedures, to include job aids, checklists, and manuals.
- Trains County employees on internal controls and standard operating procedures.
- Conducts ad hoc reporting and analysis as needed
- Oversees and administers large or complex projects, such as software implementation.
- Oversee the development and implementation of digital communication strategies, including social media, mass email distributions for marketing, branding, or communication, and website content.
- Supervise personnel including work allocation and prioritization, training, performance evaluation and management; motivates employees to achieve high performance, creates and fosters a team oriented and collaborative work environment.
Knowledge/ Skills:- Knowledge of government and principles of public administration.
- Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.

- Bachelor’s degree from an accredited college or university, with major course work in business or public administration, project management, data analytics, communications, or a closely related field; and
- Seven (7) years of experience in business or public administration, project management, communications, data analytics, or a closely related field.
- Related education may be substituted at a rate of thirty (30) semester hours equal to one (1) year experience.
- Two (2) years of direct supervisory experience in a management and/or administrative capacity or NM EDGE NM Certified Public Supervisor Certification.
Working Conditions:Work is performed in an office setting. The work schedule may include evening and weekend hours. Travel may be required. While performing the duties of this job, the employee regularly is required to move and sit; use hands to finger handle or feel; reach with hands or arms; and talk or hear. Clarity of vision at short distance required. May be subject to exposure to CRTs and VDTs.
Conditions of Employment:The selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, the selected candidate must submit to and pass a county-paid criminal background screening. The selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as the incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
