King County’s Facilities Management Division (FMD) is looking for a HR Analyst to join the Director’s Office Human Resources team. The HR team at FMD is composed of 6 practitioners and a Ruth Woo Fellow that oversee the HR functions for over 350 employees. Our ideal candidate brings knowledge and experience supporting and working with a diverse group of employees, both represented and non-represented. This role is primarily responsible for recruiting and hiring for a variety of classifications and conducts other human resources functions in support of the Division.

Through a workforce of over 300 dedicated employees, the Facilities Management Division (FMD) operates and manages the County's capital assets by developing and maintaining cost-conscious, sustainable, high-quality facilities, and environments. The Facilities Management Division maintains approximately 3 million square feet in facilities where King County provides regional services, including the King County Courthouse and District Courts, Maleng Regional Justice Center, King County Administration Building, King County Animal Shelter, and several Public Health facilities. To be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill, and ability to:
- Lead full-cycle recruitments while providing excellent and professional customer service to our various sections by developing job announcements, posting job opportunities, screening applicants, communicating with internal and external partners, proctoring employment examinations and interviews, and administering applicant tracking, testing, and reference/background checking systems and pre- employment physicals.
- Serve as recruitment team coordinator. Participatein the recruitment and selection process by scheduling interviews, communicating with internal and external applicants over the phone, email and in person, preparing interview materials, proctoring exams, and administering applicant tracking, testing, references, and pre-employment requirements.
- Lead onboarding and recruitment outreach activities and facilitate process improvement. Correspond with candidates, complete hire letters and other hiring documents, deliver information to candidates, hiring managers, and other units/departments, participate in recruitment events and job fairs, and perform weekly first day onboarding activities in person.
- Act as a system administrator for PeopleSoft HCM, NeoGov, Laserfiche, and other software programs (e.g. Word, PowerPoint, Excel, etc.) by managing data; providing training, responding to users’ inquiries, resolving complaints, create presentations, prepare written materials, and escalating problems or issues to vendor representatives or technical support as needed; and generating analytics/metrics reports.
- Manage records by ensuring timely creation, maintenance, and archiving of documents/files to support historical accuracy; compiling information, documents, and records for public records act requests; and following records retention and destruction procedures in accordance with legal requirements.
- Administer human resource office operations by organizing requests, scheduling meetings and interviews, assisting with researching best practices, creating, and updating detailed information in support of classification and position management, and drafting materials such as presentations, executive summaries, and reports.
- Provide a wide variety of information, advice and consultation to employees, management and the public concerning human resource programs policies and procedures, and interpretation and application of laws and regulations; research and respond to inquiries; provide technical analysis, consultation and/or assistance in one or more program areas.
- Advise and consult on workforce planning and position management in assigned department(s); analyze impacts of proposed reorganizations; advise on effective job design techniques.
- Implement a wide range of human resource programs, processes and procedures; assure compliance with laws, rules and regulations; coordinate with human resources department; facilitate workforce planning and position management; and provide leave administration support.
- Perform general office support by preparing correspondence and reports, scheduling meetings and appointments, researching and compiling information, maintaining assignment logs, updating standard work and websites, and making recommendations for process improvements and streamlining procedures.
- Assist other HR staff with their daily work.
WE ARE LOOKING FOR CANDIDATES WHO:
- Have the ability to provide high level recruitment support to professional staff; OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of the position.
- Have experience with Human Capital Management (HCM) and applicant tracking systems.
- Have strong customer service, organizational, analytical, time management, communication, and interpersonal skills, including the ability to work well independently and as part of a team.
- Can execute a full-cycle recruitment process.
- Have initiative and motivation to learn principles and practices of human resources management and employment-related federal and state laws and regulations.
- Have the ability to utilize SharePoint and other tools to automate processes and track work items.
- Are proficient in using office productivity suite (Word, Excel, PowerPoint, teams) in daily work, use online tools as well the ability to use application tracking and/or enterprise resource planning. The county uses Microsoft Office, NeoGov, and PeopleSoft Human Capital Management application, and Zoom.
- Are able to work on multiple tasks requiring a high degree of accuracy in a high pressure/short deadline/precise schedule environment.
- Have the ability to maintain high degree of confidentiality with sensitive and personal information and use tact and diplomacy in all situations.
- Have a genuine collaborative and consultative style in their approach to their work, understand the importance of building effective relationships with hiring managers, team members, and candidates.
- Have excellent interpersonal skills and are very politically savvy; comfortable providing advice and consultation to supervisors/managers and leading value-added discussions that challenge conventional norms and thinking.
- Are able to be self-directed and effectively plan, organize, prioritize work on a daily basis.
- Have the ability to demonstrate behaviors that include fairness, respect, and inclusiveness.
SUPPLEMENTAL INFORMATION:
- This role offers a blend of in-office and remote work with our successful candidate currently required to work on site at our downtown Seattle, Chinook building location, three days per week. Please note that this requirement is subject to change based on evolving organizational needs.
- This position has been designated by department leadership as NON -MISSION-CRITICAL in an emergency, which means that you perform functions which can be delayed in the event of an emergency.
- The normal workweek is 40 hours, Monday-Friday and may vary dependent on staff schedules and operational needs. This position is non-exempt from the provisions of the Fair Labor Standards Act and is overtime eligible.
- Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; schedule and work location are to be determined.
