Essential Functions
- Plans, directs, administers and participates in information systems program development, analyses and operations; manages information systems, procedures and staff.
- Recruits and selects department personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules; recommends transfers, promotions, suspensions, terminations, and demotions.
- Directs City-wide operations and coordination of business systems, network-technical infrastructure, processing of data, data telecommunications systems, automation, and requests for support service.
- Works to develop and maintain appropriate standardization of hardware and software throughout the city.
- Prepares and administers Department budget; authorizes invoice payments; orders supplies and equipment in accordance with approved budget.
- Performs long range planning; assists with technology budget development; identifies departmental and organizational technology goals, and needs.
- Plans, coordinates, directs and participates in the analysis, research and acquisition for improvement and expansion of the information system; monitors current information technology industry developments and analyzes their potential for County use.
- Oversees software vendor support; plans and directs staff, contractors or other outside resources in the development and implementation of a comprehensive management information systems operation; develops recommendations and priorities for the management information system.
- Provides departmental support and directs the management team on use of technology; provides technical advice and assistance in planning and design of new/improved computer operations, data processing techniques and procedures, software, applications, and contractual issues.
- Administers, supervises and maintains the domain, active directory, tax, financial and document management systems including critical communication systems used by E-911, GIS, telephony, building access control and surveillance.
- Maintains configurations and documentation of domain, network and firewall security policies, physical and virtual networks, wiring diagrams, and access control and security systems.
- Supervises and administers enterprise email and calendar system; troubleshoots communication issues, blacklist, whitelist, and mail handling rules; supervises and implements antivirus, anti spam and anti-intrusion measures.
- Supervises and performs server, application, system, database and firmware upgrades and updates; selects service windows and schedules outages with departments and staff.
- Facilitates training and implementation of new policies, procedures and programs; coordinates training for departmental and other county employees as needed.
- Performs necessary software engineering and quality assurance functions including system security, software configuration management and system software evaluation.
- Performs or coordinates personal computer and network installations; serves as network administrator; provides procedures and/or performs back-ups and troubleshooting.
- Serves as Communications and Technical Section Chief during City Emergency Operations.
- Consults and maintains effective relationships with City Manager, Assistant City Mangers, department heads, and vendors regarding all information technology matters and issues.
- Defines programming standards and methodologies by overseeing and directing detailed system analysis of existing systems and procedures.
- Recommends and develops Citywide policies and standards for privacy, security, and protection of data integrity in technology infrastructure, electronic commerce, and technology vendor relationships, and oversees the implementation of adopted policies and standards.
- Maintains inventory of IT equipment life-cycle to ensure acquisition, transfer, insurance information, and proper disposal of assets.
- Develop procedures for disaster recovery as related to city-wide technology and train departments on these procedures.
- Additional duties as assigned.
- Available on call 24x7 for resolution of any issues for systems under his/her department.
Knowledge, Skills, and Abilities
- Thorough knowledge of computerized data processing systems, including machine capabilities, application and vendors.
- Thorough knowledge of complex micro and minicomputer systems, networking, network infrastructure, network configurations including machine capabilities and applications for implementation of potential and available software packages; data management program development; programming languages and available software; and principles of electronic mail systems.
- Thorough knowledge of applicable local government compliance regulations and operating procedures.
- Thorough knowledge is required to operate a variety of hardware and associated software (e.g., Windows/Server Operations Systems, etc.).
- Ability to supervise and train a staff of technical/professional workers.
- Ability to identify problems, and develop logical conclusions and effective, workable solutions.
- Ability to coordinate, direct and supervise systems analysis, design and programming.
- Ability to interpret and apply complex technical publications.
- Ability to analyze data and develop solutions to complex programming problems.
- Ability to communicate effectively both orally and in writing.
- Ability to make arithmetic computations using whole numbers, fractions and decimals.
- Ability to compute rates, ratios and percentages.
- Ability to process a variety of finance related documents.
- Ability to establish and maintain effective working relationships with City officials, department heads, associates, vendors and the general public.
- Ability to interpret software manuals, blueprints and technical manuals
Education and Experience
Bachelor’s degree in information technology, engineering, telecommunications, computer science, public administration or a field closely related. Minimum of six (6) years of extensive experience in Information Technology including supervisory experience, preferably in the public sector. Preferred certifications include Microsoft Certified Solution Developer (MCSD), PMI’s Project Management Professional, Certified Chief Information Officer or Certified Information Systems Security Professional. Cisco Certifications CCNA and/or CCNP Enterprise Certification preferred.
Physical Requirements
- Work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force.

- Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machinery and observing general surroundings and activities.
- Worker is regularly exposed to the risk of electrical shock and occasionally requires working near moving mechanical parts and exposure to outdoor weather conditions.
- Work is generally in a moderately noisy location (e.g. business office, light traffic).
- Work has moderate travel.
Special Requirements
Valid driver's license in the State of North Carolina
Residency within one (1) hour travel time to Morehead City (within one year of employment)
The salary range for this position is $92,148 to $138,222. Placement within the range will depend upon a candidate's successful qualifications and experience.
