DIRECTOR OF FINANCE

JOB SUMMARY
The Director of Finance serves as a vital member of the City management team, and performs highly responsible management and administrative work directing and coordinating the varied functions of the City’s Finance Department, administers central accounting system and the data processing functions of the City, prepares written reports, adheres to established policies and procedures, and attains strategic goals and objectives; coordinates and develops long range plans and programs for the City; and coordinates support to other City Departments. This position supervises the Finance, Municipal Court, and Utility Billing Departments and reports to the Assistant City Manager.
QUALIFICATIONS
Education and Experience:
Equivalent to a bachelor’s degree from an accredited college or university with major course work in accounting, finance, or a closely related field. Minimum five (5) years of experience in fiscal services or a closely related field, with two (2) years of supervisory experience.
Special Qualifications:
Certified Public Accountant license or Certified Government Finance Officer certification required or must be obtained within one (1) year from hire.
Knowledge, Skills, and Abilities:
· Principles, practices, and methods of government finance administration, municipal finance and accounting, budget preparation and fiscal management.
· Modern office equipment including computers and supporting word processing, spreadsheet and other software as required.
· Pertinent Federal, state, and local laws, codes, and regulations.
· Principles and procedures for developing goals, objectives, and management plans.
· Manage multiple projects and direct a comprehensive municipal fiscal services program.
· Analyze data and information; draw conclusions; propose responsive actions.
· Identify and respond to sensitive community and organizational issues, concerns, and needs.
· Communicate clearly and concisely, both orally and in writing.
· Maintain confidentiality of certain city information.
· Analyze complex technological issues; make suggestions for resolution.
ESSENTIAL JOB FUNCTIONS
Duties include but are not limited to the following:
· Assume full management responsibility for Finance Department services and activities including purchasing, water authority, accounting and budget development, support cash management & investments.
· Direct and manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service and operational area; formulate, recommend, and administer the development and implementation of policies and plans related to departmental services and operations.
· Establish, within city policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
· Plan, direct and coordinate, through subordinate level staff, the Finance Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
· Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
· Represent the department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
· Select, train, manage motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; complete related personnel matters.

· Direct the writing of new rules and regulations and/or proposals for innovative programs or projects; review all significant reports, plans, and documents drafted by finance staff members.
· Provide staff assistance to the City Manager, Assistant City Manager and/or other executive management staff and City Council; provide staff support and coordinate directly with a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
· Establish fiscal policies under the direction of the Assistant City Manager; advises Administration on the financial matters of the city.
· Assist department heads with regard to finance.
· Resolve major support issues between vendors and departments when necessary.
· Make recommendations to the Assistant City Manager on policies and procedures related to Finance.
· Coordinates the annual audit process and helps prepare annual financial reports.
PHYSICAL REQUIREMENTS
Essential and other important responsibilities and duties require maintaining physical condition necessary for standing and sitting for prolonged periods of time; operate assigned equipment; may be required to operate assigned vehicle with valid Texas driver’s license.
WORK ENVIRONMENT
Office environment; exposure to computer screens; works closely with others.
