The City of Punta Gorda is looking for a highly motivated Construction Engineer Inspector/project manager to join our team. This position provides construction inspection and project management for development projects from inception to completion to ensure the project meets specifications and expectations. Work is performed under the general supervision of the City Engineering Manager. Full-time, temporary position with benefits lasting up to two years dependent upon various projects’ timelines.
A paraprofessional position that will provide construction inspection for development projects from inception to completion to ensure the project meets the City of Punta Gorda’s specifications and expectations. Work is performed under the general supervision of the City Engineering Manager.
ESSENTIAL FUNCTIONS AND DUTIESinclude the following. Other duties may be assigned as dictated by operational necessity.
- Responsible for monitoring and documenting the contractor’s on-site construction activities and inspecting materials entering into the work in accordance with the plans, specifications, and special provisions of the construction contract to determine that the project is constructed in reasonable conformity with such documents to meet the satisfaction of the City of Punta Gorda.
- Maintain on a daily basis complete and accurate records and photographs of all activities and events relating to the project and a record of all work completed by the contractor, including quantities of pay items. Provide a summary report on a monthly basis; inclusion of all daily and inspection reports along with any supporting documentation (photos, truck tickets, material verification, etc.) during the month.
- Responsible for maintaining documentation and overseeing sampling and testing of component materials and completed work in accordance with the construction contract documents.
- Responsible for informing the designated City project personnel of any significant omissions, substitutions, defects, and deficiencies noted in the work of the contractor and the corrective action that has been directed to be performed by the contractor.
- Submit all submittals and/or shop drawings supplied by the contractor to the Engineer of Record (EOR) for comment and approval. A copy of the reviewed/approved submittals shall be sent to the City Project Manager(s).
- Schedule and conduct a pre-construction conference for the Project in coordination with City Project Management. Prepare agendas and meeting minutes and distribute accordingly to the appropriate team members. Record primary contacts, significant information revealed and decisions made at this conference and distribute copies of these minutes to the appropriate parties.
- Submit any necessary submittals for City Staff approval including but not limited to concrete color, paint color, and other aesthetic features.
- Coordinate and schedule substantial completion walkthrough with City, contractor and EOR to generate punch list of outstanding items.
- Coordinate and schedule the Final Completion walkthrough with the City, contractor and EOR.
- Review EOR Record Drawings/As-built Surveys to ensure they document all work completed.
- Work closely with City Project Management staff with: all meetings, on-going activities, reporting, Change Orders, RFI’s, and Pay Application processes, as well as all Project Substantial, Final, and Close out activities.
- Ensure construction activities and permit inspection obligations are met to satisfy the intent of the specifications and project plans. Notify the Contractor of any violations or potential violations and require their immediate resolution.
- Assist the City’s Project Manager in reviewing and verifying the contractor’s applications for payment.

KNOWLEDGE / SKILLS / ABILITIES:
• Knowledge of principles and practices of engineering, architecture, or related field.
• Knowledge and experience with FDOT Standards for Road and Bridge and FDOT Specifications.
• Knowledge and experience with visual inspections, plans reading, math calculations for quantity verification and estimating.
• Knowledge of site development construction
• Knowledge of principles of municipal and private sector budgeting, accounting, and finance methods.
• Knowledge of principles of customer service and public relations.
• Knowledge of project development, scheduling, monitoring, and control systems.
• Knowledge of environmental laws and regulations as they pertain to public works construction.
• Able to produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
• Able to use and interpret graphical information such as construction plans, schematic drawings, wiring diagrams, flow charts, layouts, other visual aids, and electronic project management applications.
• Able to interpret information accurately and make decisions according to existing laws, regulations, and policies.
• Able to explain information in a clear and understandable manner to non-technical persons.
• Able to operate a keyboard device such as a CRT or PC.
• Able to communicate orally in the English language with other employees, agencies, contractors, and the public by phone and in a group setting.
• Able to comprehend and make inferences from material written in the English language.
• Able to review the work products of others for conformance with standards.
• Able to work cooperatively with City employees, outside agencies, contractors, and the public.
• Ability to review, interpret, and calculate from architectural, engineering, and other industry standard plans utilized for construction.

EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:
• Graduation from high school, or a GED from a properly accredited institution of learning.
• Three (3) years of experience in construction oversite of land development projects.
• Must have a valid Florida Driver's License.
• Florida Storm water, Erosion, and Sedimentation Control Inspector (FSESCI) Qualification is preferred
