ESSENTIAL FUNCTIONS:

Assistant City Attorney I

Provide legal advice to City departments and other attorneys on routine or non-complex issues. May assist other attorneys on more complex assignments.
Draft documents including ordinances, resolutions, contracts, agreements, deeds, leases, etc.
Review and revise contracts and other documents prepared by others prior to execution by City Staff or City Council.
Prepare and submit briefs to the attorney general’s office as needed in response to open records.
Research relevant law and issue legal opinions.
Evaluate the impact on city policy and procedures and prepares legal opinions.
If needed, acts as city prosecutor on assigned municipal court cases.
Advise departments of new and proposed state and/or federal legislation, legal conditions, and current or future legal trends affecting City operations.
Interpret laws, rulings, and regulations for City officials and staff.
Makes presentations to the City Council, boards, commissions, staff, civic groups, and the general public.
Performs other duties as assigned or required.

Assistant City Attorney II

Collaborate with outside legal counsel on assigned matters.
Assist the City Attorney in representing the City in litigation, disputes, and controversies, including preparing legal briefs, developing strategy, arguments, and testimony in preparation for trial and hearings, including administrative hearings.
Perform other duties as assigned or required.

Senior Assistant City Attorney

Supervise staff, including ACA I and II, if assigned.
Assist City Attorney with workflow management including prioritizing and assigning work, providing review of ACA I and II work product, and acting as a senior attorney on large projects.
Assist with office management and the supervision of staff.
Act as primary attorney assigned to handling certain specialty legal areas including, but not limited to, utility law, employment law, land use and development law, transportation law, and finance.
Act as primary contact and managing attorney on matters assigned to outside legal counsel including review of all invoices and management of overall budget for assigned matters.
Reviews and revises documents prepared by others; reviews and approves, or objects, as to form in writing all proposed ordinances before they are adopted by City Council.
Assists the City Attorney in representing the City in litigation, disputes, and controversies, including preparing legal briefs, developing strategy, arguments and testimony in preparation for trial and hearings, including administrative hearings.

MINIMUM QUALIFICATIONS:

Education, training and Experience Guidelines

Assistant City Attorney I

Doctor of Jurisprudence degree from an accredited law school.

Assistant City Attorney II

Doctor of Jurisprudence degree from an accredited law school. Three (3) to five (5) years of legal experience; at least two (2) years of which are relevant to municipal law.

Senior Assistant City Attorney

Doctor of Jurisprudence degree from an accredited law school. Five (5) or more years of legal experience including at least two (2) years relevant to municipal law and demonstrating a specialized knowledge in real estate, utility, employment, or other municipal focus.

REQUIREMENTS FOR ALL LEVELS:

Knowledge of:

Municipal codes, ordinances, and state/federal laws governing city administration.
Municipal organization and City Manager form of government.
Planning and zoning law, eminent domain, contract law, civil and criminal procedures and all other laws directly or indirectly affecting city government.
Open meetings/open records laws.
Civil law, judicial procedure and rules of evidence, City of Georgetown ordinances, Judicial procedures of processing, recording and preparing legal documents, records, and principles and methods of legal research.
Supervisory and leadership principles and practices.

Skill in:

Establishing and maintaining effective working relationships.
Communicating effectively, both orally and in writing.

Project management.
Interpreting legislation, legal concepts and policies, and to draft effective legislation, pleadings, and legal documents.

Performing basic mathematical calculations to prepare, analyze and monitor budgets; performing statistical analysis.

Organizing and prioritizing work.

LICENSES AND CERTIFICATION REQUIREMENTS:

Valid Class “C” Texas driver’s license
Must be a member of the Texas State Bar Association, licensed to practice law in the state of Texas and Federal District Court.
Must remain active with all Texas Bar annual requirements.

Assistant City Attorney I: $83,382.52 - $104,457.60, annually.

Assistant City Attorney II: $91,931.84 - $115,169.60, annually.

Senior Assistant City Attorney: $106,408.12 – $133,307.20, annually.
