Under general direction assists in the daily operations of the water and waste water systems by substantiating that the City is complying with all Federal, State, and other governing entities’ regulations and policies. Interprets and communicates new and applicable legislation, regulations and programs that relate to the Water Department.

ESSENTIAL FUNCTIONS:

Interprets and reviews compliance with applicable policies and procedures, Federal and State laws and regulations and local ordinances; includes audits of compliance practices and documentation at water services facilities.
Performs research and prepares studies as required; conducts surveys, compiles and analyzes data and formulates program policies and procedures; monitors and evaluates program effectiveness and outcomes; prepares periodic or specialized reports of program activities.
Coordinates program or project activities with other City departments or divisions and with outside agencies; represents assigned programs or projects in committee meeting; conducts focus groups or meets with community or business groups regarding programs; interprets and applies policies and procedures.
Communicates regulatory & policy related state of water and wastewater systems to supervisors, managers, city managers and external entities.
Assists management and staff in problem solving, project planning and development and execution of stated goals and objectives.
Assists with regulatory and policy related contract agreements to include scheduling, communicating and inspecting completed work.
Provides information regarding samples collected by contractors consistent with state and federal required water sampling.
Coordinates acquisition of parts and items needed to complete regulatory-related tasks assigned to water services personnel.
Audit training records to ensure employees receive required training; coordinates with supervisors and staff to schedule training
Investigates and resolves issues and complaints from internal and external customers; hears and adjudicates complaints.
Performs related work as assigned.

MINIMUM QUALIFICATIONS:

Education, training and Experience Guidelines

Bachelor’s degree in Environmental Sciences, Resource Management, Policy and Law, Public Administration and/or related fields. Two (2) years of experience in a related field such as: Policy research and development or environmental resource management.

Additional education or experience may substitute for the minimum qualifications.

Knowledge of:

Facts and information consistent with the most current applicable policies and procedures, Federal and State laws and regulations, and local ordinances.
Current city practices, policies, and procedures
Complex technical environmental data and its relationship to permitted effluent limits, public health, environmental compliance and public policy.
Research, reporting, and program management methodologies.
Proper use of chemicals.
First aid and CPR procedures and knowledge of safety procedures.

Skill in:

Identifying public policy issues and developing programs to effectively respond to water, wastewater, biosolids, storm water, reclaimed water, and related environmental concerns: demonstrated experience coordinating these policies and programs with various entities.
Preparing and reviewing comprehensive analyses and reports; prepare effective presentations including conclusions and recommendations, both orally and in writing.
Research, analyze and make recommendations related to operational and procedural practices.
Understanding written and oral instructions.
Taking notes and documenting work performed.
Read, understand, apply and communicate complex materials.
Reading laboratory instrument and testing methods, data, and results.
Performing calculations.
Communicating verbally, and in writing, to staff and public.

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class "C" Texas Driver’s license

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls.

Works outdoors in hot, cold, and/or wet weather, exposure to noise and vibration from machinery, toxic chemicals and gases, work with contaminants in wastewater.

Hiring Range: $65,345.80 - $81,868.80, annually.
