PURPOSE OF POSITION:
This is an appointed position created to assist the Commissioners in the administration and enforcement of policies and resolutions of the Boone County Commissioners, and to oversee day-to-day activities of all County government functions under control of the Commissioners, to ensure continuity of service to county employees and members of the public, as provided for by Indiana Code 36-2-2-14.ESSENTIAL FUNCTIONS:
• To provide day-to-day oversight, supervision and direction to all Commissioner appointed department heads and departments otherwise under the control of the Commissioners.
• Attend Commissioners and Council meetings and other county meetings at direction of the Commissioners and report on findings or actions.
• Prepare and submit reports as requested or that are considered advisable.
• Administer and carry out the directives, policies, and resolutions of the Commissioners and enforce all orders, resolutions, ordinances and regulations of the Commissioners to ensure that they are complied with.
• Prepare and submit an annual budget, and a capital program budget for Commissioners consideration and approval. Review other departmental budgets and provide input to department heads/elected officials and Commissioners as need or directed.
• In conjunction and coordination with various County-employed maintenance personnel, department heads and outside vendors where necessary, ensure all County-owned or County-leased buildings and facilities are maintained in a safe and efficient manner, and in a manner appealing to the public.
• Assist in achieving operational efficiencies within the county agencies under the Commissioners’ control.
• Supervise and assist Human Resources with compensation matters, job ratings and related issues as needed.
• Supervise and assist the Commissioners’ Executive Administrator, providing back-up support where necessary.
• In coordination with the Executive Administrator serve as a liaison for the Commissioners, facilitating communication with other County personnel, various elected and appointed positions and officials, vendors, news media and other local agencies.
• Strive to build a consensus on various issues that may have diverse opinions from a variety of officials, including conflict resolution between officials, department heads and employees as necessary.
• Review leases, contracts and other agreements including consultant services for the County, subject to approval by the County Attorney and Commissioners and/or Council. Monitor all leases, contracts and other agreements to ensure that all agreements are in compliance and notify Commissioners of any violations or exceptions.
• Develops and maintains a unified fleet management system for the effective management, on-going maintenance and procurement of all county-owned vehicles.
• Assist Human Resources, Auditor’s office, and other offices where needed on comprehensive safety and risk management programs for the County.
• Receive complaints from citizens and refer them to proper departments for resolution and follow up to assure satisfactory resolution of situations.
• Serve as a day-to-day representative for the Commissioners in all matters and report activities to the Commissioners.
• Attend various conferences relevant to the operation of County government.
• Perform other duties as assigned.EDUCATION & QUALIFICATION REQUIREMENTS:
• A minimum of 10 years of management experience OR a Bachelor’s Degree in Public Administration/Business Administration with 5 years of public service experience or a Masters Degree in Public Administration (MPA) or Business Administration (MBA) with 2 years of experience would be preferred.
• Degrees relevant to government work, such as Civil Engineering or Construction Management, among others, will be considered in lieu of administrative degrees, in conjunction with other relevant work experience.
• Must possess high ethical standards, good judgment and discretion.
• Proficient in computer usage including Microsoft Office Suite.
• Ability to effectively and tactfully deal with others in all types of situations.
• Must be highly organized and able to multi-task.
