This position is responsible for conducting inspections for the HUD Federal Housing Choice Voucher (HCV) Program, Moderate Rehabilitation (MR) Program, and at the County owned Bell Court Senior Apartments, as well as for enforcement of the Frederick County Minimum Livability Code for the Frederick County Division of Housing. Supervision is received from the Housing Program Manager.

Conduct initial, annual and special Housing Quality Standards (HQS) inspections for HCV & MR Programs
Conduct move-in, move-out, annual and special inspections at Bell Court
Conduct inspections for enforcement of the Frederick County Minimum Livability Code; prepare issuance of violations
Reinspect properties to verify that previously identified violations have been corrected
Liaison between landlords and tenants for questions related to the Frederick County Minimum Livability Code
Complete and submit inspection reports and related documentation
Prepare and send correspondence to landlords and tenants
Assess damages, document findings and provide written communication to owners and tenants
Establish deadlines for completion of projects within HUD and Division guidelines
Conduct follow-up inspections to ensure repairs have been completed
Ensure all inspections are scheduled, performed, and entered into system in a timely manner
Complete reports on electronic system
Keep organized logs of inspections, correspondence, and compliance status for all properties
Testify in Court proceedings as needed
Perform other duties as assigned

High school graduation, or the equivalent
Minimum 1 year of construction and inspection work experience
Basic Microsoft 365 skills
Possession of a valid automobile operator’s license
Possession of the HUD Housing Quality Standards or NSPIRE Certification, or the ability to obtain the required certification within 6 months of hire

KNOWLEDGE,SKILLS AND ABILITIES:

Ability to maintain County Authorized Driver privileges
Ability to obtain or maintain HUD Housing Quality Standards or NSPIRE Certification within 6 months of hire
Ability to effectively read and interpret complex Federal and State guidelines and regulations and explain them in basic terms to program participants, landlords and the general public
Knowledge of construction standards and specifications, construction materials, equipment, tools and methods related to the above projects
Knowledge of local, State and Federal construction standards, specifications, building codes and other construction requirements
Strong clerical and record-keeping skills, including the ability to create and write reports, forms, professional correspondence and maintain case records
Ability to accurately compile and prepare statistical data and reports
Ability to effectively access and utilize Microsoft 365, e-mail, spreadsheet and other systems and equipment, and to learn new software as it is required
Ability to effectively organize work, determine priorities, including the ability to make decisions and complete assigned duties with minimal supervision
Discretion and good judgment in dealing with sensitive and personal information with ability to maintain appropriate confidentiality
Strong and effective spoken and written (English) communication skills including the ability to clearly explain policies and procedures
Ability to develop and maintain effective working relationships with co-workers, clients, landlords and the general public
Ability to multitask and be detailed oriented
Ability to handle a significant caseload independently within local, state, and federal policy parameters

PREFERENCE MAY BE GIVEN FOR:

Work experience withvulnerable populations in a residential setting
Work experience in rental housing subsidy programs as an inspector
Work experience in code enforcement
Possession of HUD Housing Quality Standards (HQS) or NSPIRE Certification
Work experience in a local government setting

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

While working in this position, the employee is required to frequently sit, walk, reach, drive and perform repetitive motions; occasionally climb, and stoop; and rarely crawl or lift
While working in this position, the employee is required to frequently work indoors and outdoors, occasionally work in hot temperatures above 100 degrees and cold temperatures below 32 degrees, work in dirty, dusty and rarely walk on uneven ground

Available for varied evening and weekend work hours to accommodate meetings, special events, etc.
Ability to provide own transportation to meetings, etc.
Required certifications must be maintained throughout tenure of employment
