The purpose of this position is to perform City building, plumbing, electrical, and HVAC inspections, and to administer and enforce construction ordinances as required.

Core Duties and Responsibilities - The following duties are the primary duties of this position but do not compose an exclusive or all-encompassing list of duties. Other duties may be assigned or required to accomplish the main goals of this position.

Conducts City building, plumbing, electrical, and HVAC inspections; oversees private construction within the City; maintains current State certification as required for all UDC construction and Commercial Building and Plumbing. Documentation of inspections results and progressively pursues noncompliant issues including issuance of letters, notification of non-compliance and citations.
Interpret building codes and other applicable regulations. Confer with builders, architects, and contractors concerning proposed projects. Answer questions and provide advice related to state and municipal codes.
Issues building permits after review of plans for compliance with codes and local ordinances. Monitors construction projects within the City to insure proper permitting.
Acts as secretary of the Electrical Examining Board; transacts Board business; keeps meeting minutes; prepares required publications and meeting materials.
Coordinates and supervises the maintenance of City owned buildings; supervises contracted personnel. Assists building maintenance worker in minor City Building repair and construction projects.
Provides information and assistance to the general public and others regarding permits, zoning, sign permit ordinances, variances, etc.; assigns house numbers.
Enforces minimum maintenance ordinances. Coordinates complaint and inspection process for minimum maintenance ordinances.

High school graduate with technical training in building construction, plumbing, HVAC with three to five years building construction or building inspection experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

Language Skills

Ability to comprehend and interpret a variety of documents including building plans, construction bids, inspection reports, permit applications, building, plumbing electrical, HVAC, erosion, zoning, and other City codes and ordinances, zoning maps, etc.
Ability to prepare a variety of documents including various building permits, reports, letters and other correspondence, meeting minutes and agendas, etc. using prescribed format and conforming to all rules of punctuation, grammar, diction, and style.
Ability to record and deliver information, explain procedures, and follow instructions.
Ability to use and interpret building construction terminology.
Ability to communicate effectively with builders, electricians, plumbers, HVAC technicians, City Council members, Planning Commission members, Zoning Board of Appeals members, City personnel, and the general public verbally and in writing.

Mathematical Skills

Ability to add, subtract, multiply, divide, calculate decimals and percent’s, and make use of the principles of basic algebra and geometry.

Judgment and Situational Reasoning Ability

Ability to use functional reasoning and apply rational judgment in performing diversified work activities.

Physical and Mental Abilities Required to Perform Essential Position Functions

Ability to operate a motor vehicle.
Ability to use a variety of carpentry tools.
Ability to perform building inspections including reaching and handling objects, stooping and kneeling, and lifting and carrying objects weighing up to 80 pounds.

Environmental Adaptability

Ability to perform on-site inspections and work effectively outdoors under varying conditions.
