Texas Workforce Commission seeks an experienced grant manager to lead the Business & Education Grants department within the Outreach and Employer Initiatives Division.

The ideal candidate understands the contract management cycle, has strong leadership skills, is versed in state and federal statutes and regulations governing grants, is well-organized, meticulous, has a knack for problem solving and a keen eye for details.

You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

What You'll Do:

Lead a team of grant management professionals who evaluate, develop, and administer equipment and training grants and offer technical assistance to the grantees and other stakeholders. Develop and review new and existing policies, procedures, and processes, and establish and track goals, performance measures, budgets, and expenditures. Serve as a member of the division leadership team, working closely with other division leaders to achieve the statutory, agency, and divisional goals and benchmarks; participate in the grant approval process. Advise senior leadership through high-quality reporting, analysis, research, and technical assistance. The Business and Education Grants Department Manager (Manager IV) performs advanced (senior-level) managerial work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

To qualify, you'll have:

-Graduation from an accredited four-year college or university plus five years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, one year and six months of which must have been in an administrative management or supervisory capacity.

-One year of full-time experience may be substituted for each year (30 semester hours) of education.

To succeed, you'll need:

-The skills to gather, assess, correlate, and analyze complex grant management scenarios and deliver high-quality work with great attention to detail.

-Impeccable business communications skills and the ability to present on diverse topics to various audiences.

-A track record of working in a dynamic environment with pending deadlines and changing priorities. An ability to lead, manage, and inspire a diverse, primarily remote team of evaluators and grant managers.

-A talent for ensuring high quality customer service while prioritizing state and federal requirements and goals.

-The successful candidate must obtain (or maintain) the Certified Texas Contract Management (CTCM) and Certified Texas Contract Developer (CTCD) certifications within one year of employment. The Texas Workforce Commission will pay for each certification's preparatory course and a successful test attempt. Must maintain certification throughout employment.

-At least four years of professional experience in a relevant field (i.e., contract management, workforce development, accounting, financial management, etc.), two years of which must have been in administrative management or supervisory capacity. You can substitute education and experience for one another on a year-to-year basis.

What You’ll Earn:

-The salary is $8,400.00 - $9,000.00/month. We will determine the final amount based on your qualifications and experience, but it will not be less than the range minimum and will not exceed the range maximum.
