Nature of Work:

Under the direction of the Finance Director, perform professional level accounting and finance duties or functions. Activities would include the preparation of governmental and proprietary financial statements and schedules; budget coordination and production; accounting report analysis and control; grant accounting; capital asset reporting; and other technical support to the Finance Director.

Examples of Work:

Maintain the accuracy of the City’s general ledger and subsidiary financial system, verifying that revenue, expenditure and cash/investment reports reconcile to the general ledger.
Ensure that transactions are being recorded in compliance with GAAP (generally accepted accounting principles) and Washington State BARS (Budgeting, Accounting, & Reporting System).
Coordinate the development and documentation of fiscal and administrative policies and procedures.
Coordinate and participate in the preparation of the City’s CAFR, preparing financial statements and schedules, notes and tables required for GAAP compliance, and coordinating its publication.
Help coordinate and participate in the preparation of the City’s Budget.
Prepare proprietary fund financial statements and schedules in compliance with GAAP requirements, overseeing the monthly accounting for proprietary operations of the City.
Oversee the city’s BARS account structure to ensure State compliance and ensure that the City’s accounting system is handling transactions correctly.
Prepare and remit monthly excise tax and quarterly leasehold excise taxes to the Department of Revenue
Grant accounting and financial coordination with Departments and grantor agencies.
Preparation of special state and other government reports and filings, such as grant reporting, continuing bond disclosure and lodging tax reporting.
Internal auditing of cash operations and petty cash accounts.
Maintain capital asset records and reporting of the government and its proprietary operations.
In coordination with the City Departments, maintains small and attractive asset records and reporting of the government and it’s proprietary operations.
Complete monthly recurring and reclassification journal entries
Perform a variety of complex, professional-level accounting functions, research and analysis, in support of the Department and as may be assigned by the Finance Director.

Reporting Relationships:

This position is under the general supervision of the Finance Director. The employee interacts with Finance and various City staff, as well as other government contacts.

Knowledge, Skills and Abilities:

Knowledge of:

Generally accepted accounting and auditing principles and procedures, and financial analysis and research techniques.
Municipal accounting and budgeting principles, practices, operations, and procedures.
Good oral and written communication skills and the use of office equipment, including computers.

Ability To:

Perform complex accounting duties related to assigned activities with the ability to make good professional judgments in financial matters, and working independently with little supervision.
Establish and execute complex oral and written instructions and to apply available guidelines to various situations.
Communicate effectively and maintain quality working relationships with other City employees and the public during the course of work. Tact, patience, and courtesy will be needed, as well as the ability to effectively communicate technical concepts to lay people.
Quickly grasp technical financial principles and procedures, and to carry on more than one function at a time in an environment subject to many distractions.

Ability to use standard office equipment including a computer, printer, and copier.
Plan, organize, and meet schedules and demanding timelines.
Must be bondable and have the proven ability to maintain the confidentiality of information.
Maintain regular, reliable and punctual attendance.

Education and Experience:

Bachelors degree in finance or accounting with two or more years of progressively responsible professional experience in accounting. Fund or municipal accounting experience is preferable. Experience in Tyler Technologies systems is preferred.

License/Certification:

Valid Washington State Driver's License
