The Public Works Superintendent (Utilities) is responsible for assisting the Director of Public Works in the general management and oversight of Public Works, Village infrastructure and in the supervision of employees in the Department. The Superintendent will primarily oversee the Utilities Division of the Public Works Department in administrative and supervisory work associated with the operation of a Class 1 wastewater treatment plant. Prioritize repairs, maintenance projects and implement short and medium range plans consistent with long-term utility planning goals.

Duties & Responsibilities:
•
Assigns work, coaches and trains employees in improved work techniques, and in the proper and effective performance of their jobs; documents employee performance, evaluates employees, administers discipline, and trains employees in the safe performance of their job duties.
•
Develops and manages the Village’s utility self-inspection program, housekeeping guidelines, and other risk management programs or activities as assigned by the Director.
•
Assists the Director with project management responsibilities on public infrastructure projects by conferring with engineers, operating personnel, and others; inspecting public and private improvements to the Village’s underground infrastructure; and by assisting with the management of bids and contracted services.
•
Makes recommendations for planning and budgeting of capital projects, including preparing bid specifications, selecting consultants and vendors, and overseeing construction and remodeling projects and provides technical insight and guidance.
•
Acts as a liaison between Public Works employees and the Director.
•
Completes confidential duties that provide direct assistance to the Director in personnel matters including, but not limited to, union contract negotiations, union contract administration, personnel matters (such as disciplinary investigations, etc.). Will have access to personnel files and other confidential, sensitive and privileged information.
•
Complies with all Village and departmental safety policies and procedures. Coordinates safety training for the Public Works Department and all Public Works employees.

Maintains current Job Safety Analyses (JSA’s) and Standard Operating Procedures (SOP’s) for the Public Works Department.
•
Monitors the application of OSHA and Structural Work Act regulations to group activities and to advise the Director of any necessary modifications in work procedures. Reports all potential hazards, accidents and injuries accordingly, and recommends improvements to safety and security practices
•
Identifies and schedules maintenance, repairs, and minor construction work; maintains records of work; supervises and inspects work activities to ensure that schedules are met, and that work is performed in a safe, efficient manner and in accordance with standard operating practices and procedures. Participates in pre-construction meetings to advise and/or suggest different methods to meet desired goals.

Becomes familiar with and observe all applicable safety and security policies/procedures, and immediately remedies all unsafe conditions and acts.
•
Performs and completes other duties as assigned by the Director.
Position Requirements:
•
Degree in Civil or Environmental Engineering, Construction Management, Urban Planning, Public Administration, or a closely related field strongly preferred.
•
Three (3) to five (5) years of progressive experience in the management of utilities, including experience in a leadership role
•
Previous knowledge in labor relations, and CBA enforcement is strongly preferred.
•
On call and available during emergency events, that require coordination of the Public Works department as requested by the Director.
•
Effectively communicate with contractors, residents, Village staff and officials. Serves as the Department representative on communications to the public.
•
Knowledge of departmental rules and regulations, budgeting, performance appraisal instruments, information systems, and prioritizing projects.
•
Strong management, leadership, and problem-solving skills.
•
Skilled and ability to evaluate and direct the work of departmental employees in all types of situations.
•
Ability to work long hours and in challenging assignments.
•
Ability to maintain a professional demeanor in stressful, and emergency situations
